Regarding some outstanding results in the field of Home Affairs, the First Deputy Prime Minister said that streamlining the payroll has achieved positive results.
" In the 2022-2026 period, the number of civil servants will decrease by more than 5%, and the number of career staff receiving salaries from the budget will decrease by more than 15%.
Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational restructuring of administrative apparatus and units at all levels ," the Deputy Prime Minister cited data.
The Permanent Deputy Prime Minister stated that the Government and the Prime Minister have directed the implementation of the reorganization of the apparatus of central ministries and branches, achieving many positive results, perfecting the organizational model of multi-sectoral and multi-field management ministries.
Specifically, the Government currently has 14 ministries, 3 ministerial-level agencies (5 agencies reduced, equivalent to a 22.7% reduction); 5 agencies under the Government (3 agencies reduced, equivalent to a 37.5% reduction). About 22,300 staff positions in ministries and branches are reduced.
Reorganize all 13 general departments to eliminate the organization of general departments and sharply reduce the number of departments and divisions, reducing 509 (equivalent to a 76.2% reduction) departments and equivalent organizations; reducing 232 (equivalent to a 57.4% reduction) departments and equivalent organizations; reducing 3,377 (equivalent to a 93.8% reduction) sub-departments and equivalent sub-departments; reducing 205 public service units (of which, 81/204 public service units in the organizational structure in the Government's Decree will be reorganized and reduced).
Reduce the total number of provincial-level administrative units from 63 to 34 (including 28 provinces and 6 cities), convert the local government model from 3 levels to 2 levels, reduce from 10,035 commune-level administrative units to 3,321 units.
Another outstanding result mentioned by the First Deputy Prime Minister is the arrangement of specialized agencies at the local level, ensuring similarity with the arrangement of ministries and branches at the central level.
Accordingly, from the beginning of 2025, localities will reduce 710 specialized agencies under the provincial People's Committee (equivalent to a reduction of 60.4%), reduce 8,289 specialized agencies under the district People's Committee (a reduction of 100%). Nationwide, 466 specialized agencies under the provincial People's Committee will be established (including 12 specialized agencies organized uniformly in 34 provinces and cities and 58 specialized agencies in some localities); 9,916 specialized departments at the commune level will be established in communes, wards, and special zones.
The Government also issued 30 Decrees on decentralization, delegation of power, and determination of authority.
Completed removing difficulties for 1,759 projects
Regarding the inspection field, Deputy Prime Minister Nguyen Hoa Binh said that the Government and the Prime Minister focus on directing the development of annual inspection program orientations and plans to ensure focus and key points.

" Through the inspection, recommendations were made to handle finances, recover assets for the State and transfer many cases to the investigation agency. The work of preventing corruption, waste and negativity was implemented synchronously. The situation of large gatherings of petitioners was basically controlled ," the First Deputy Prime Minister emphasized.
During its term, the Government developed and submitted to the National Assembly for approval Resolution No. 70 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of provinces and cities.
Notably, the Government and the Prime Minister focused on directing relevant ministries, agencies and localities to promptly complete the resolution of difficulties and obstacles for projects and achieve positive results. Evidence is the completion of handling 1,759 out of 2,161 projects and real estate facilities (reaching 81.39%).
In the field of construction and transportation, the Permanent Deputy Prime Minister informed that the Government and the Prime Minister directed to resolutely remove difficulties and obstacles, promote the development of social housing, the real estate market and implement the project to build at least 1 million social housing units.
Along with that, investment in strategic infrastructure projects, especially the North-South Eastern Expressway, the Hanoi and Ho Chi Minh City beltways and Long Thanh airport are prioritized.
According to the Government leader, 2,476 km of expressways and about 1,397 km of coastal roads have been put into operation. The Government strives to exceed 3,000 km of expressways, complete over 1,700 km of coastal roads by the end of 2025 and basically open the North-South expressway in the East.
Regarding the finance and banking sector, the Permanent Deputy Prime Minister said that the work of budgeting, allocation, management and use of the State budget and public assets is strictly controlled.
Monetary policy is operated proactively, flexibly, promptly and effectively; closely and synchronously coordinated with a reasonable, focused and key expansionary fiscal policy.
The government carried out compulsory transfers with three compulsory purchase banks and Dong A Bank. By the end of October, the bad debt ratio on the balance sheet was controlled at 1.64%.
" Credit growth across the system has improved, ensuring that the economy's credit needs are met ," said the First Deputy Prime Minister.
