Strictly control the work of budgeting, allocation, management and use of state budget and public assets. Focus on reviewing, synthesizing, classifying, developing plans and resolutely removing obstacles for long-standing backlog projects. Promote modernization of tax management and resolutely handle tax arrears.

Focus on perfecting the legal framework; implementing solutions to promote the recovery of the corporate bond market; maintaining the national credit rating at a positive level. Continuing to promote the restructuring of state-owned enterprises. Actively and effectively deploying fiscal and monetary mechanisms, policies and solutions to support the socio-economic recovery and development program; institutionalizing a number of appropriate specific mechanisms and policies.

In the banking sector, the Government and the Prime Minister have focused on directing and operating monetary policies proactively, flexibly, promptly and effectively; closely and synchronously coordinating with a reasonable, focused and key expansionary fiscal policy to contribute to stabilizing the macro-economy, controlling inflation, promoting growth, and ensuring major balances of the economy.

Continue to review, amend, and perfect the legal framework for banking activities, ensuring strictness, efficiency, and risk reduction; carry out compulsory transfers for the three compulsory purchase banks and Dong A Bank.

By the end of October 2025, the bad debt ratio on the balance sheet will be controlled at 1.64%. Credit growth across the system will be improved, ensuring that the economy's credit needs are met. Continue to improve the mechanism for developing supporting, processing and manufacturing industries . Reformed procedures for granting C/Os will help businesses better utilize FTAs, especially after the UK joined the CPTPP.

Regarding the construction and transportation sectors: The Government and the Prime Minister have directed the synchronous and effective implementation of tasks and solutions, including the issuance of 5 Decrees implementing the 2023 Housing Law and the 2023 Real Estate Business Law.

The Prime Minister has issued many telegrams and documents directing drastic measures to remove difficulties and obstacles, promote the development of social housing, the real estate market and implement the Project to build at least 1 million social housing units. Submit to the National Assembly for approval the Law on Urban and Rural Planning; promptly institutionalize Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam.

Submitted to the National Assembly for approval 14 draft laws and 1 resolution; issued policies on finance and investment, accordingly shifting to a management mechanism based on output results; promoted enterprises to invest in science and technology, expanded the activities of the Enterprise Science and Technology Development Fund, and created a legal corridor for enterprises to promote cooperation and association with domestic and foreign science and technology organizations.

Directing the implementation of the assessment of local innovation indexes to promote socio-economic development based on science, technology and innovation. Deputy Prime Minister Nguyen Hoa Binh emphasized that in recent times, the Government has directed the implementation of drastic measures, many tasks have been completed with very commendable results, some have achieved initial results and some need to continue to focus on solving in the coming time.
