On the afternoon of December 3, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed a document to the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, proposing support of VND10,000 billion from the central budget for climate change response and environmental protection programs. This capital will serve the urban beautification project, relocating houses on and along rivers, canals and streams in the period of 2025-2030.

According to the Ho Chi Minh City People's Committee, the system of rivers, canals and ditches has played an important role in drainage, flood control and creating public spaces for people for many years.

According to statistics, Ho Chi Minh City still has about 40,000 canal-side houses that need to be relocated and urbanized.

According to statistics, Ho Chi Minh City still has about 40,000 canal-side houses that need to be relocated and urbanized.

However, Ho Chi Minh City still has tens of thousands of houses on and along canals, mainly located in basins with high drainage pressure. This situation poses the risk of fire, landslides, obstruction of water flow, causing flooding and environmental pollution, seriously affecting urban aesthetics and people's quality of life.

Ho Chi Minh City has approved two major projects on riverside and canal beautification, including a separate project for District 8 (old) in Chanh Hung, Binh Dong and Phu Dinh wards. The projects focus on dredging, clearing waterways, preventing landslides, building embankments and canal roads, improving the water and air environment, urban beautification and developing parks and public spaces.

Total capital demand for the two projects is up to 105,000 billion VND.

According to the Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term, the city must complete the relocation of 20,000 houses, equivalent to 50% of the houses along canals, by the end of 2030.

In the context that Ho Chi Minh City is prioritizing many key tasks such as double-digit economic growth, completing strategic transport infrastructure, developing urban railways and implementing inter-regional projects, the budget is facing many difficulties, especially compensation, support and resettlement costs.

The Ho Chi Minh City People's Committee has proposed that the Ministry of Agriculture and Environment consider supporting VND10,000 billion from climate change and environmental pollution treatment funds to help the city soon implement urban beautification and effective environmental protection goals in the 2025-2030 period.

According to the Department of Construction, Ho Chi Minh City still has nearly 40,000 dilapidated houses along canals that need to be relocated. According to the Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term, by the end of 2030, the city must complete the relocation of 20,000 houses, equivalent to 50% of the total number of houses along canals in the city.

To relocate and clear the land for the above houses, it is estimated that a total capital of more than 221,000 billion VND is needed. Of which, the cost of compensation, support and resettlement for cases eligible for policies is about 130,680 billion VND.

For households that do not meet the conditions, the city will build social housing with an estimated capital of nearly 10,700 billion VND. The infrastructure investment, dredging and renovation of rivers and canals alone will require about 80,000 billion VND.

From 1993 to now, Ho Chi Minh City has relocated more than 44,300 houses along canals, arranged new housing for tens of thousands of households, renovated urban areas, and created a new look for many canals such as Nhieu Loc - Thi Nghe, Tau Hu - Ben Nghe, Tan Hoa - Lo Gom...
