Review and improve tax management procedures and restructure the information technology system.

On December 2, in Quang Ninh, the Tax Department held a conference to review and perfect the tax management process and restructure the information technology system, aiming to closely connect the process by subject with risk management, ensuring an effective new management model, focusing on people and businesses.

Speaking at the opening of the conference, Deputy Director of the Tax Department Mai Son said that, based on the goal of database management, risk criteria assessment and taxpayer compliance level, this conference was organized with the orientation to complete all tax management processes according to the orientation and design method suitable for the new tax management model, on the basis of assessing the core requirements for restructuring the information technology system - in the direction of unification, building an integrated database source, connecting in real time to serve tax management work.

According to the Deputy Director, implementing the Party and State's policies in Resolution No. 57-NQ/TW of the Politburo on science and technology development, innovation and national digital transformation, the Tax Department has clearly identified the breakthrough requirements in advising on policy development, while redesigning the management process associated with the application of digital technology, big data and artificial intelligence and considering this as the foundation for building a modern, effective governance system, focusing on serving people and businesses.

In addition, Resolution No. 68-NQ/TW of the Politburo on private economic development also affirms that the private economy is an important driving force of the socialist-oriented market economy; requires innovation in management models, reduction of compliance costs, ensuring a fair and transparent business environment, and encouraging sustainable development of enterprises and business households.

“These major orientations are the important political basis for the tax sector to proactively redesign processes and restructure the information technology system, creating a fundamental shift in the current tax management model. The review and completion of business processes at today's Conference is to concretize those major reform policies and orientations, associated with the national digital transformation strategy and the requirement to modernize tax management," Deputy Director Mai Son emphasized.

At the conference, based on the orientations of the Party and the State, in recent years, the Tax sector has set out key goals for redesigning business processes and information technology systems. These goals are also the core principles in perfecting new processes, specifically as follows:

Firstly, tax management according to the taxpayer's life cycle - from registration, declaration, tax payment, tax refund, obligation management, inspection to termination of operations, on the basis of risk management and compliance, strongly shifting to proactive support so that taxpayers can fulfill their obligations conveniently and easily.

Second, automate processes to the maximum, reduce manual tasks, and shorten processing time. Apply digital technology to simplify processes, reduce errors, and increase work efficiency.

Third, reduce administrative procedures, ensure seamless and interconnected processes, and implement them online as much as possible, regardless of administrative boundaries. This helps taxpayers anywhere receive consistent and fair service, reducing the hassle of having to go through many intermediary levels.

Fourth, exploit and integrate data comprehensively and in real time. Maximize the connection and sharing of data between tax authorities and ministries, branches, localities and third parties, creating a digital data ecosystem for tax management. Thanks to that, we can analyze, assess risks and compliance accurately and promptly, supporting effective decision making.
