Hanoi plans to urgently build 8 reservoirs in 2026 to prevent flooding.

The plan aims to accelerate the development and completion of the drainage system according to the plan. Along with that, it proposes a number of solutions for investing in urgent projects to quickly overcome the flooding situation during heavy rains.

Anti-encroachment of ponds and lakes

According to the plan, for urban areas, Hanoi requires strengthening the management and operation of drainage systems in incomplete and unhandover urban areas, ensuring synchronous connection with the city's general drainage network, limiting flooding.

At the same time, control the illegal dumping of materials, waste, mud, construction soil... causing blockage of drainage systems in urban areas and surrounding areas. Focus resources on completing the technical infrastructure system of urban areas including drainage systems, regulating lakes...

Regarding specific solutions, the plan requires strengthening the management, maintenance and upkeep of the drainage system; regularly maintaining the sewer system, drainage ditches, canals, rivers and lakes, minimizing flooding, and overcoming existing shortcomings in the system.

"Coordinate with People's Committees of communes, wards and relevant road and irrigation management units to deploy synchronous solutions to drain water, ensure traffic safety and environmental sanitation.

"Strengthening the work of protecting against encroachment on lakes and ponds, and water surface areas to ensure landscape and serve urban drainage regulation; regularly maintaining sewer systems, drainage ditches, canals, rivers, and lakes" - the plan clearly states.

Hanoi also requires strengthening forecasting and warning work, and developing scenarios for specific situations when it rains to respond promptly.

Complete repair and maintenance of key works (pumping stations, regulating dams, culverts across dikes, etc.) before the rainy season; continue to resolve small, localized flooding points and fix problems in the drainage system.

Reasonable operation of Yen So, Bac Thang Long - Van Tri key project cluster, regulating gates and main drainage pumping stations.

Organize and deploy emergency response work to handle flooding incidents during heavy rains, minimize the level and duration of flooding; organize traffic diversion during heavy rains.

Build a series of urgent projects to prevent flooding

Regarding urgent construction investment projects (before the 2026 rainy season), according to plan, the city will renovate and increase the capacity of some existing pumping stations.

At the same time, combine the installation of a number of field pumping stations and the renovation and construction of a number of new sewers and drainage ditches to solve flooding in the area along Thang Long Avenue.

The city will also renovate the Kim Nguu downstream route connecting To Lich River with Yen So Pumping Station.

"Renovating, upgrading, and constructing new drainage works to handle flooding in the urban areas of Resco, Ecohome, West Lake, Diplomatic Corps, Ciputra, Vo Chi Cong area, Long Bien, Dong Anh, Gia Lam.

"Improving Thuy Phuong canal to urgently handle water supply to To Lich river and strengthening localized flooding resolution in Resco, Ecohome, Diplomatic Corps, West West Lake, Ciputra and neighboring areas" - the plan clearly stated.

In addition, Hanoi will also renovate the Kim Nguu downstream route connecting To Lich River with Yen So Pumping Station; dredge the main axis of Nhue River from Lien Mac to Ring Road 4 (phase I).

Notably, Hanoi also aims to build 8 new regulating lakes including: Chem Lake (9ha) in Dong Ngac Ward; Co Nhue 1 Lake (10ha), Co Nhue 2.1 (9.8ha), Thuy Phuong 2 (14.5ha), Lien Mac 1 (13ha) in Thuong Cat Ward; Phu Do (31.5ha) in Tu Liem Ward; Yen Nghia 2 (5ha), Yen Nghia 1 (20ha).

Hanoi will also continue to implement investment projects in the 2021-2025 period such as the drainage system project, regulating lake, Vinh Thanh pumping station, Vinh Thanh commune; the project to build and upgrade Phuong Trach pumping station, Vinh Thanh commune; the project to improve the drainage system in the western region (Yen Nghia pumping station).

Projects being implemented and preparing for investment include the construction of a rainwater drainage system in the left basin of Nhue River; construction of drainage systems in the wards of Ha Dong, Duong Noi, An Khanh, and Tu Liem in the Huu Nhue basin; construction of Gia Thuong pumping station, regulating lake, and Thuong Thanh canal in Long Bien ward.

Regarding Phu Thuong pumping station, Hanoi said that Nam Thang Long Urban Area Development Company Limited will implement the investment project to build the discharge sewer line and the sewer section leading to Phu Thuong 9 pumping station, striving to complete it before April 30, 2026.
