Resolution 98/HDND of Da Nang City has the content "Managing primary school students outside of school hours (late pick-up after 4:30 p.m., maximum 2 periods/session) with organized teaching of gifted subjects", stipulating the maximum collection level of 15,000 VND/student/hour, applied only to primary school level, implemented on a voluntary basis.
The collection amount must be agreed upon in writing between the student's parents and the educational institution. The collection and expenditure plan must be transparent, purposeful, non-commercial, and appropriate to the actual conditions and income of the parents.
Flexible, mutually agreeable
Mr. Ho Dac Uy (Hai Chau ward) shared: "I have a child studying at Ly Tu Trong Primary School. My company finishes work at 5:30 p.m. Previously, with my older child, when the school did not organize gifted classes after regular school hours, it was very inconvenient. I had to ask for leave early to pick up my child, then take him to the gifted class, and return to the company to work. From 2022, when the school organized the last two periods to teach skills, I found it much more convenient."
Ms. Phan Thi Thu Lan, Principal of Ly Cong Uan Primary School (Hoa Cuong Ward), said: "The school has been implementing this since 2022 based on parents' voluntary applications. About half of the parents registered to send their children late (until 6:30 p.m.).
The school organizes extracurricular activities such as basketball, fine arts, badminton, martial arts, STEM, life skills... Teachers participate on a voluntary basis. According to regulations, teachers receive 80% of the revenue, the remaining 20% is used for management costs such as electricity, water, security...
Ms. Huynh Thi Thu Nguyet, Principal of Le Dinh Chinh Primary School (Hoa Cuong Ward), shared that many parents have difficulty picking up their children at 4:30 p.m., and rush hour is often jammed with traffic.
Through surveys and voluntary applications from parents, the school has planned a life skills program and digital luggage for students that has been approved by the department.
More than 1,300 students and more than 600 parents have registered. Homeroom teachers manage and teach their own classes while also increasing student engagement. The school only operates from Monday to Thursday. Fridays are less popular because many families take their children back to their hometowns.
Ms. Nguyet added: "The good news is that the traffic jams during rush hour in front of the school gate have significantly decreased. Management and security work is assigned in rotation, scientifically , and does not affect the daily life of staff. This additional income for homeroom teachers ranges from 2-6 million VND/month depending on the number of registered students."
Many schools cannot implement
Ms. Le Anh Dao, Principal of Hong Quang Primary School (Hoa Khanh Ward), said: "Each lesson is 15,000 VND, which is about 600,000 VND/month/student. The school is in a suburban area, so demand is low. Facilities are not yet available.
If you want to open a sports club, you need a multi-purpose hall, badminton court, swimming pool... but the school only has three physical education teachers, two of whom are on maternity leave or childcare leave, so they cannot organize after-school classes.
Resolution 98 does not apply to preschool and secondary school children. Some parents want to implement preschool to facilitate pick-up and drop-off. However, there are also opinions that preschool children need to go to bed early, parents should arrange pick-up to strengthen family ties. At secondary school, most students go to school by themselves, and their needs and talents are different, so it is not necessary to implement.
Ms. Nguyen Quoc Thu Tram, Principal of Ngoc Lan Kindergarten (Hai Chau Ward), shared: "If parents leave work late, the school and teachers are still happy to take care of the children. This is a humane thing, not always calculated in money. If we collect more money, the psychology of parents leaving their children late will increase, and the teachers will have a harder time.
The government can have a policy that allows parents with children under 3 years old to leave work before 5 p.m. so that teachers can recover energy for the next working day."
Parents want more in preschool but...
Ms. Pham Thi Hoai Suong, a teacher at Ngoc Lan Kindergarten, said: "Kindergarten teachers have to work at high intensity and need time to rest to recover their health and avoid stress and overload. Evenings are the time for me to devote to my family and personal needs. Limiting overtime helps maintain balance and teaching quality."
