After completing my National Defense and Security Education program at the teacher training university, I applied for military service and was transferred to become a professional soldier. I would like to ask if I am required to repay the financial support provided by the teacher training university for my four years of study? (Duong Van Tang, vantang***@gmail.com)

Article 6 of Decree No. 01/VBHN-BGDĐT dated April 1, 2025, on policies supporting tuition fees and living expenses for teacher training students, stipulates: The subjects required to reimburse the tuition fee and living expense support include: Teacher training students who have received the support but do not work in the education sector within 2 years from the date of the graduation certificate;
Teacher training students who have benefited from policies and worked in the education sector but have not completed the required period of service as stipulated in point a, clause 2 of this Article; Teacher training students who are benefiting from policies but have switched to another field of study, dropped out, failed to complete the training program, or been disciplined and forced to drop out.
Those exempt from reimbursing tuition and living expense support include: within 2 years from the date of graduation, teacher training students working in the education sector and having a minimum work period of twice the training period from the date of employment;
Teacher training students who, after graduation, are working in the education sector but have not yet completed the required time period as stipulated in point a, clause 2 of this Article, and are assigned to work outside the education sector by a competent state agency;
After graduation, teacher training students, if accepted into the education sector and subsequently sent by the recruiting agency for further training to become higher-level teachers, and continue working in the education sector for the period stipulated in point a, clause 2, Article 6 of Decree 116, are eligible.
Teacher training students who take a temporary leave of absence or are temporarily suspended from their studies will not be entitled to support during their leave of absence or suspension. Teacher training students who discontinue their studies due to illness, accident, repeating a year, failing a year (no more than once), or for other reasons not related to disciplinary action or voluntary withdrawal, and who are allowed to continue their studies by the teacher training institution according to regulations, will continue to receive the support stipulated in this Decree, but the duration of this support shall not exceed the maximum time allowed to complete the training program.
Therefore, according to the above regulations, teacher training students who have received the policy but do not work in the education sector within two years from the date of their graduation are subject to reimbursement of tuition and living expense support.
According to your letter, your case falls under the category of those required to reimburse the financial support for tuition fees and living expenses as stipulated in Decree No. 01/VBBHN-BGDĐT.
