Regulations on refund of support funds of pedagogical schools

After completing the National Defense and Security Education training program at the university of education, I applied for military service and was transferred to a professional soldier. Article 6 of Decree No. 01/VBHN-BGDĐT dated April 1, 2025 on the policy of supporting tuition fees and living expenses for pedagogical students stipulates: Subjects that must reimburse tuition and living expense support funds include: Pedagogical students who have enjoyed the policy of not working in the education sector after 2 years from the date of the decision to recognize graduation;

Pedagogical students who have enjoyed policies and worked in the education sector but do not have enough working time as prescribed in Point a, Clause 2 of this Article; Pedagogical students who enjoy policies and are in training but transfer to another training sector, voluntarily drop out of school, do not complete the training program or are disciplined and forced to drop out of school.

Subjects not required to reimburse tuition and living expenses include: Within 2 years from the date of graduation recognition decision, pedagogical students working in the education sector and having a minimum working time of twice the training time from the date of recruitment;

Pedagogical students after graduation are working in the Education sector, but have not met the time limit prescribed in Point a, Clause 2 of this Article and are assigned by a competent State agency to work outside the Education sector;

After graduation, if pedagogical students are accepted to work in the education sector and continue to be sent by the recruiting agency to train teachers at a higher level and continue to work in the education sector for the full time specified in Point a, Clause 2, Article 6 of Decree 116.

Pedagogical students who take a temporary leave of absence or are temporarily suspended from studying will not be entitled to support policies during their leave of absence or suspension. Pedagogical students who stop studying due to illness, accident, retake, fail a grade (no more than once) or stop studying for other reasons other than disciplinary or voluntary withdrawal, and are considered by the teacher training institution to continue studying according to regulations, will continue to enjoy the support policies prescribed in this Decree, but the period of enjoyment shall not exceed the maximum time to complete the training program.

Thus, according to the above regulations, pedagogical students who have enjoyed the policy of not working in the education sector after 2 years from the date of the graduation recognition decision are subject to reimbursement of tuition and living expenses support funds.

According to your letter, your case is subject to reimbursement of tuition and living expenses as prescribed in Decree No. 01/VBBHN-BGDĐT.
