Young pioneers spread the movement 'Digital Literacy for All'

In the wave of digital transformation spreading to all aspects of life, Vinh Long youth have shown their role as a vanguard force, actively participating in the "Digital Education for All" movement.

With enthusiasm and the ability to quickly acquire digital skills, union members and young people not only proactively apply technology to study and work to develop themselves but also aim for responsibility to the community. Through many practical support models, union members and young people have accompanied people, especially the elderly, people in rural areas or those living alone, to gradually access technology, use digital services and carry out administrative procedures more easily.

The “Digital Literacy for All” movement contributes to popularizing digital knowledge and skills to all classes of people, promoting comprehensive and sustainable digital transformation. In particular, since the two-level local government model came into operation, the Public Administration Service Centers have had to receive a large number of online procedures, and processing documents has become more difficult because many people are not familiar with it. The companionship of union members and youth has helped people adapt quickly, spread digital knowledge and expand digital opportunities for the community.

Long Chau Ward Public Administration Service Center receives a large number of people every day to carry out administrative procedures. In order to facilitate, the locality coordinates with the grassroots Youth Union and universities to mobilize union members and volunteer students to directly support at the "one-stop" department. Young people guide people to submit applications on the National Public Service Portal, install and use the VNeID application, exploit digital personal information, make online payments and authenticate electronic identification. With the ability to quickly acquire digital skills, union members and students accompany and enthusiastically guide people to easily access online public services. This support not only helps shorten the operation time but also reduces the workload for the team of specialists, creating conditions to focus on processing documents quickly and in accordance with regulations.

Secretary of the Long Chau Ward Youth Union Nguyen Thi Dieu Phuoc said that the Youth Union members participating in supporting the public administration department help people gradually get used to digital operations, from using smartphones and social networks to accessing online public services and online payments. This activity helps raise awareness and digital skills for people, meeting the requirements of adaptation in the context of digital transformation. This is an opportunity for Youth Union members to make practical contributions to building a modern, friendly and close digital government.

Vice Chairman of Long Chau Ward People's Committee Le Hoang Nam said that after implementing the two-tier government model, the number of online documents increased rapidly while many people still had limited access to technology. The support of union members at the "one-stop" department contributed to reducing pressure on officials, helping the document processing process go smoothly, avoiding congestion. Thanks to that, people did not have to wait long and had clearer access to online procedures.

Mr. Le Hoang Nam said: “Over a long period of participation in support, union members and young people are not only enthusiastic but also always learn from professional staff to guide people more accurately. Thanks to the companionship of young people, people are supported, assured and cooperative. This activity also helps students approach reality, understand the two-level government model and administrative procedures, and practice responsibility - an important factor for their future careers.”

With the motto "Understanding the locality - Solid technology - Dedicated support - Effective dissemination", in recent times, union members and students of Vinh Long province have become the "extended arm" of the government in promoting digital transformation. As soon as the two-level government model was put into operation, the Provincial Youth Union deployed 100% volunteer youth teams at the Public Administration Centers at the commune and ward levels to support propaganda, popularize information technology knowledge, guide the use of smart devices, and online public services. Up to now, the whole province has 643 teams of "Digital Education for the People", "Youth Volunteers to Support the Operation of the Two-level Government Model" and "Community Digital Technology Teams", attracting more than 95,698 union members and youth to participate, supporting more than 48,352 people to access and use digital applications. With the strong participation of young people, the "Digital Literacy for All" movement in Vinh Long has spread widely, contributing to narrowing the digital gap, promoting effective operation of digital government right from the grassroots, creating a foundation for building a flexible and adaptive digital community.

The “Digital Literacy for All” movement in Vinh Long has become a prominent mark, attracting the active and creative participation of union members and young people. In many union organizations, the movement is implemented in association with professional characteristics, promoting the strengths of each union member group and demonstrating the role of youth in spreading digital skills.

At Vinh Long University of Technical Education, the movement has developed with the participation of more than 100 members and students with good technology background. This force directly propagates and guides people on basic digital skills, identifies harmful information, secures personal data and prevents online fraud, helping people confidently carry out online procedures and access digital technology utilities.

Deputy Secretary of the Youth Union Tran Van Dien said that based on the technological strengths of students and lecturers, the school equips students with basic knowledge of digital technology, digital transformation in education, AI, information security, and at the same time trains practical skills such as creating electronic learning materials, analyzing data, using online teaching and learning platforms and digital communication skills. Students are confident in designing digital lectures, organizing online and offline classes, supporting the community in installing applications, using public services and cashless payments. Depending on the major, students also undertake specialized tasks such as: Technical students in repairing equipment will support software installation; pedagogy students will spread digital learning methods; socio-economic students will advise on e-commerce and promote local products on digital platforms.

The school aims to expand the sustainable movement through activities such as building a “Digital Learning Corner” at the library and community learning center, organizing online classes on basic computer skills, information searching skills and personal security, and periodically maintaining “digital volunteering” for students to guide people in using online public services and e-commerce. The school aims to integrate digital skills content into the training program, training the ability to use AI to help students develop comprehensively and be ready to adapt to the modern digital environment.

According to the Vinh Long Provincial Youth Union, in the 2022-2025 term, 77.5% of young people in the province will participate in digital capacity building activities, 74% of young people will use online public services and 92% will have electronic payment accounts. This shows a change in the awareness and digital habits of young people, affirming the leading role of the Youth Union in building digital citizens. Equipping digital skills not only serves study and work but is also a community responsibility, creating a foundation for union members, young people and students to be steadfast in the digital age, becoming "ambassadors" to spread digital knowledge to the community.

Secretary of Vinh Long Provincial Youth Union Tran Tri Cuong said that the "Digital Literacy for All" movement is a key task to promote the pioneering and creative role of union members and youth in national digital transformation. In the coming time, the Provincial Youth Union will continue to maintain and expand the digital skills support team at the grassroots level, organize union members to go to homes or mobile reception points to guide people in practicing online public services... The Youth Union integrates digital transformation into activities such as "Volunteer Saturday", "Green Sunday" and "Green Summer Campaign" to optimize resources and increase communication effectiveness. The Provincial Youth Union continues to spread the model through digital content on Facebook, Zalo, short videos, direct communication through interactive games to attract young people to join the team, creating a guiding nucleus in families and residential areas. The locality also included digital skills content in the activities of youth union branches, associations, and clubs, launched the "Digital Citizen" program in residential areas and schools, creating a regular practice environment for union members and young people.

With a flexible approach and aiming for real efficiency, Vinh Long Provincial Youth Union hopes that young people will continue to be a source of inspiration to spread the "Digital Literacy for All" movement, helping people confidently master technology and be ready to enter the digital age.
