On the morning of December 3, the National Assembly listened to Permanent Deputy Prime Minister Nguyen Hoa Binh present a report on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

Accordingly, in the financial sector, the Government has submitted to the National Assembly for approval 8 laws on the State budget, prices, State capital management in enterprises and a number of specialized tax laws.

Resolutely handle tax arrears (results of debt collection from previous years carried over: 49,000 billion VND collected in 2023; 63,000 billion VND collected in 2024; by June 30, 2025, the accumulated debt collection from previous years carried over is about 51,000 billion VND).

Focus on perfecting the legal framework; implementing solutions to promote the recovery of the corporate bond market; national credit rating is maintained at a positive level. Continue to promote the restructuring of state-owned enterprises (by the end of September 2025, 146/676 enterprises had their restructuring plans approved, accounting for 21.5%).

In the banking sector, continue to review, amend, and perfect the legal framework for banking activities, ensuring strictness, efficiency, and risk reduction; carry out compulsory transfers for the three compulsory acquisition banks and Dong A Bank.

By the end of October 2025, the on-balance sheet bad debt ratio will be controlled at 1.64% (excluding bad debt of 5 banks: MBV (formerly Ocean Bank), Global Petroleum, VCBNeo (formerly Vietnam Construction Bank (CBBank), Vikki Bank (formerly Dong A Commercial Joint Stock Bank), Saigon).

In addition, credit growth across the system has improved, ensuring that the economy’s credit needs are met. Synchronously implementing solutions to strengthen gold market management.

The fields of industry and trade, market management, e-commerce and many campaigns to prevent smuggling, trade fraud, counterfeit goods, poor quality goods, and intellectual property violations have been deployed synchronously, achieved many positive results and are continuing to be promoted.

In the first 6 months of 2025 (from December 15, 2024 to June 14, 2025), the market management force inspected 11,568 cases; handled 9,919 violations; the total amount of administrative fines was 266 billion VND. Of which, 121 billion VND was administrative fines; the value of violating goods was 145 billion VND; 141 billion VND was paid to the State budget; 76 cases with signs of criminality were transferred to the investigation agency.

Striving to exceed 3,000 km of highway by the end of 2025

In the construction and transportation sectors, the Government issued 5 Decrees implementing the Housing Law 2023 and the Real Estate Business Law 2023. The Prime Minister issued many telegrams and documents directing drastic measures to remove difficulties and obstacles, promote the development of social housing, the real estate market and implement the Project to build at least 1 million social housing units.

Prioritize investment in strategic infrastructure projects, especially the North-South Eastern Expressway, the Hanoi and Ho Chi Minh City beltways and Long Thanh Airport; put into operation 2,476 km of expressway, striving to exceed 3,000 km by the end of 2025 and basically open the North-South Eastern Expressway; put into operation about 1,397 km of coastal road, striving to complete over 1,700 km by the end of 2025. Implement non-stop electronic toll collection at 100% of BOT stations.

In the field of internal affairs, streamlining the payroll has achieved positive results. In the period of 2022 - 2026, the number of civil servants has decreased by more than 5%, and the number of career employees receiving salaries from the budget has decreased by more than 15%. Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.

In the inspection field, focus on building annual inspection program orientations and plans to ensure focus and key points, while strengthening inspection in sensitive areas such as construction, land, investment, finance, public assets, etc.

Through the inspection, recommendations were made to handle finances, recover assets for the State and transfer many cases to investigation agencies; the work of preventing corruption, waste and negativity was deployed synchronously.

Drafted and submitted to the National Assembly for approval Resolution No. 70/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of provinces and cities; completed the handling of 1,759/2,161 projects and real estate facilities, reaching 81.39%.
