
Deputy Prime Minister Bui Thanh Son attended the 5th International Conference on cooperation between Vietnam and NGOs and partners for prosperous and sustainable development.
On December 4, at the National Convention Center ( Hanoi ), the Committee for Foreign Non-Governmental Organization Affairs (NGOs) and the Vietnam Union of Friendship Organizations held the 5th International Conference on cooperation between Vietnam and NGOs and partners for prosperous and sustainable development.
Attending the Conference were Deputy Prime Minister Bui Thanh Son, along with more than 500 delegates representing ministries, sectors, localities, diplomatic missions, international organizations, NGOs and enterprises.

Following the international conferences in 1992, 2003, 2013 and 2019, with the theme "Cooperation for prosperous and sustainable development", the 5th International Conference was held to evaluate the results of cooperation between Vietnam and NGOs in the period of 2019-2025; clarify the impacts and contributions of NGO programs and projects to the socio-economic development of Vietnam; share experiences and effective cooperation models between ministries, branches, localities and NGOs; and summarize practical lessons in the management and use of NGO aid, thereby proposing orientations and solutions to improve the effectiveness of cooperation in the coming time.
In the period 2020 - 2025, the world situation changed rapidly, complicatedly, and unpredictably, creating great challenges in international relations and significantly affecting the operations of NGOs in Vietnam. However, with the efforts to innovate thinking, content, and approaches of ministries, branches, organizations, and localities, NGO activities and aid in the past 5 years have remained stable.
As of November 30, 2025, there are 379 NGOs operating regularly in Vietnam with a total aid value of nearly 1.14 billion USD in the 2020-2024 period. The projects are spread across the country, focusing on essential areas such as health, socio-economic development, solving social problems, education and training, natural resources and environment, building organizational capacity and judicial support, etc.
The above achievements are largely thanks to Vietnam's facilitating policies, notably the National Program on Strengthening Cooperation and Mobilizing Foreign Non-Governmental Aid for the 2019-2025 period. On that basis, the coordination relationship between Vietnam and NGOs is increasingly equal, transparent and effective, from the stage of determining needs, project design to monitoring and operation.

Speaking at the Conference, Deputy Prime Minister Bui Thanh Son acknowledged and highly appreciated the practical and sustainable contributions of non-governmental organizations and partners to Vietnam over the past decades, especially in the fields of health, education, poverty reduction, community development, climate change response, natural disaster response, protection of vulnerable groups, promotion of gender equality, and rural development.
In particular, NGOs have made an important contribution to mobilizing knowledge, technology, and management initiatives from the international community to Vietnam, demonstrating a sense of responsibility, affection, and respect for the country and people of Vietnam.
Cooperation with NGOs is an important part of people-to-people diplomacy, contributing to strengthening friendly relations, promoting sustainable development, spreading humanistic values and enhancing connections between Vietnam and international friends.
According to the Deputy Prime Minister, the contributions of NGOs are not only due to the resources they bring, but more importantly, their knowledge, international experience, creativity, humanity, and new approaches to community development - factors that not all cooperation channels have.
"Cooperation between Vietnam and NGOs is therefore not only complementary, but also an indispensable part of the national development strategy," the Deputy Prime Minister emphasized.
In the coming time, the Deputy Prime Minister hopes that NGOs will continue to accompany Vietnam in priority areas such as human development, improving social security, responding to climate change, digital transformation, innovation, promoting gender equality and sustainable community development.
At the same time, continue to share experience, knowledge, and technology; connect Vietnam with international expert networks; and help Vietnam participate more deeply in global initiatives.

The Deputy Prime Minister hopes that NGOs will continue to accompany Vietnam in priority areas.
Emphasizing that cooperation is not only about sharing resources, but also about sharing vision, responsibility, and belief that human life can be better, the Deputy Prime Minister affirmed that the Vietnamese Government is committed to listening, accompanying, and always ready to create the best conditions for NGOs to promote their values in Vietnam.
After the opening session, the Conference will have 2 plenary sessions and 4 thematic workshops held in parallel, focusing on the following areas: (1) Developing education and developing high-quality human resources; (2) Sustainable poverty reduction and solving social problems, contributing to creating and managing sustainable social development; (3) Promoting green economic development, circular economy and sustainable environmental protection; and (4) Enhancing the effectiveness of cooperation between Vietnam and NGOs and the participation of the business sector.
The highlight of this year’s conference is the deep and proactive participation of NGOs in the preparation and organization of the event. NGOs not only attended as guests but also directly participated in content development, co-chaired seminars, coordinated the organization of exhibitions and communication activities. This approach demonstrates the spirit of equal cooperation and mutual development and reflects an important shift in the relationship between Vietnam and the NGO community.
