
Allocate resources, focus on big issues, big policies and big project programs
Regarding the failure of the correct policy to be implemented, Permanent Deputy Prime Minister Nguyen Hoa Binh stated that the reason was the failure to institutionalize it and allocate resources. Implementation was not resolute and hot issues and bottlenecks were not resolved.
This time, right after the Politburo issued two important resolutions on health and education, the Government was asked to simultaneously develop a national target program to report to the National Assembly. The purpose is to allocate resources, focus on major issues, major policies and major projects and programs.

In the field of education, the problems pointed out include heavy emphasis on formality, low quality and training not linked to practical needs. This leads to a very high rate of highly qualified people working in the wrong profession.
Regarding health, there is a very important change in direction. Previously, we focused on intensive treatment, treatment of incurable and difficult diseases. This time, in parallel with that, we are shifting towards disease prevention, care, and improvement of people's health and physical condition. This is closely linked to family health and primary health care. Regarding high-quality treatment, the resolution and program also aim to make Vietnam a world-class attraction for certain types of diseases, developing health care tourism, elderly care, and treatment.

Going deeper into the field of education, Deputy Prime Minister Nguyen Hoa Binh said that one of the goals is to have universities ranked among the top in the world. The resolution also raises the issue of English being considered as a second language and focuses on training soft skills, overcoming the situation of "parrot learning".

There is a race to establish universities, which is considered a criterion for ranking provinces. This has caused many places to hastily "assemble" criteria to turn colleges into universities. The Deputy Prime Minister of the Government requested that the program must address the race to establish universities.
“The Politburo does not set out to build 100 or 200 universities. Instead, it focuses on rebuilding the criteria of universities that meet international standards,” Deputy Prime Minister Nguyen Hoa Binh emphasized.

According to the Deputy Prime Minister, universities that do not meet the standards will merge or dissolve themselves. The criteria will clearly stipulate the number of professors, doctors and training fields.
The resolution also advocates not allowing non-specialized universities to train in certain fields. For example, only medical schools are allowed to train doctors. Currently, Vietnam has more than 90 law faculties at non-specialized universities. In the future, non-specialized universities will not be allowed to train bachelors of law, but will only be allowed to teach law as a combined subject.
The issue of post-graduate quality has also been rectified, aiming to overcome the situation of part-time professors, registered at 9-10 schools but not attending school all year, not actually participating in teaching, leading to "insubstantial" numbers. These policies are very drastic in improving quality. Although there are some schools such as Hanoi National University, Ho Chi Minh City National University, and Bach Khoa that have reached the top 200, the goal this time is to reach the top 100 and increase the number of qualified schools. What is more important is that the issue of quality must be guaranteed so that graduates can meet practical needs.
"The resolution specifically aims at the goal of graduates having the quality that society desires, meeting international standards. This is a step towards forming high-quality human resources, one of the three identified strategic breakthroughs. The current university system is considered the weakest point and needs to be focused on overcoming it," Deputy Prime Minister Nguyen Hoa Binh stated.
