Thanks to the knowledge he has acquired, after completing the course, he worked at a construction site in the province with an income of nearly 500,000 VND/day - a dream figure compared to before. "Thanks to the vocational training support, I have more jobs to do, more income to cover daily expenses", Mr. Mang Hung excitedly said.
Or the case of Ms. H Tray H Lan in Trung Khanh Vinh commune, after finishing grade 9, due to family difficulties, she dropped out of school but could not find a job because she did not have skills or qualifications. With financial support from the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2025 and other programs such as the National Target Program for Sustainable Poverty Reduction 2021 - 2025, Ms. H Tray H Lan boldly registered to participate in vocational training at Khanh Vinh Boarding Ethnic Vocational College. After completing the course, she was connected by the locality to work in a local industrial factory with a salary of about 8 million VND/month. "Going to vocational training is the right choice. Thanks to vocational training, having skills and qualifications, businesses will accept her" - Ms. H Tray H Lan shared.

Many ethnic minority and mountainous people such as Mr. Mang Hung, Ms. H Tray H Lan benefited from vocational training policies from resources implementing the Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas and other programs... Based on the actual conditions of the locality, the National Target Program quickly came into life, contributing to a clear change in the "face of rural mountainous areas", improving the material and spiritual life of ethnic minorities and mountainous areas of Khanh Hoa. The province has concretized the national policy through the effective implementation of important components, especially focusing directly on developing vocational education and solving employment for workers.
Statistics show that from 2021 to 2025, on average, vocational training institutions in Khanh Hoa province have recruited and trained more than 30,000 workers each year, including many ethnic minority and mountainous workers. At the same time, implementing projects and sub-projects of the Socio-Economic Development Target Program for Ethnic Minority and Mountainous Areas, each year, units apply policies to support exemptions, tuition fees, and support vocational training costs for intermediate level for more than 1,000 ethnic minority workers. As for the National Target Program for Sustainable Poverty Reduction, each year vocational training is supported for more than 1,500 poor, near-poor, and ethnic minority workers. Thereby, contributing to raising the rate of trained workers in the whole province to 83.5%.
In addition, from the policies of the Central and local governments, there has been a gradual investment in facilities and training equipment for vocational education institutions; training and improving the vocational training level for vocational education teachers... Training occupations have also been diversified to suit market needs and local potential, not just limited to traditional agriculture. Classes on sewing, fruit tree growing techniques, veterinary medicine, freshwater fish farming, construction, carpentry... Thereby, equipping workers with practical skills, capable of generating immediate income.
Synchronizing policies for sustainable development
According to experts, short-term, medium-term and long-term vocational training models that meet the practical needs of localities are shaping a more sustainable trend for ethnic minorities and mountainous areas. Instead of having to leave their hometowns to find work, ethnic minority youth now have jobs with good incomes right at home. In particular, in parallel with vocational training, consulting and job creation activities for ethnic minority workers have also been enhanced by functional sectors and localities with many solutions and policies, achieving many positive results.
Accordingly, each year, Khanh Hoa has created jobs for more than 11,000 workers, including ethnic minority and mountainous workers. Provincial leaders have directed the Khanh Hoa Employment Service Center to promote consulting, job introduction, and career orientation for workers, especially workers in mountainous districts and disadvantaged areas. With the participation and connection between local authorities and large enterprises in Khanh Hoa proactively investing and recruiting local workers, a labor market is being created for people in disadvantaged areas here.
However, the implementation of the Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas in Khanh Hoa still faces many challenges. According to the Department of Ethnic Minorities and Religions, the biggest problem at present is the low disbursement rate of capital, especially career capital, in many localities. In particular, the issuance of guiding documents after merging administrative boundaries and perfecting the apparatus has caused difficulties and confusion at the grassroots level... Training that does not match the actual needs of the market is also a big challenge, causing the risk of wasting resources...
To overcome barriers and move towards sustainable development, it is necessary to have synchronous and drastic coordination according to the "three-house" model including the state - school - enterprise. The top priority is to remove bottlenecks in administrative procedures, towards strong decentralization to localities, speeding up the disbursement of investment resources for vocational training. Vocational training institutions in the area must become a real bridge between learners and the labor market. This requires a fundamental change in thinking, not only teaching what one has, but also teaching what businesses need, meeting the human resource needs of businesses right in the area.
From the support resources of the Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, it is necessary to encourage businesses to proactively coordinate with vocational training institutions in cooperating in building training programs, practicing vocational skills, committing to output... At the same time, improve propaganda and mobilization work to mobilize people, especially young people, to proactively participate in vocational skills training, ensuring a sustainable source of income, contributing to the economic development of ethnic minority and mountainous areas of the province.
