B adds specific criteria as a tool to “ screen ” priority projects
Opening the discussion on the adjustment of the National Master Plan for the period 2021-2030, with a vision to 2050, at the plenary discussion in the hall on the morning of November 28, Deputy Head of the Delegation of National Assembly Deputies of Quang Ninh Province Nguyen Thi Thu Ha acknowledged the Government's efforts in updating the plan towards strengthening regional connectivity and prioritizing strategic infrastructure. However, the delegate frankly pointed out an issue that needs attention: the lack of a specific selection criteria for the list of adjusted projects.
According to the delegate, when there is no clear assessment framework, the risk of spreading investment or choosing projects that do not properly reflect national priorities is entirely possible; especially when the Economic and Financial Committee has also set high requirements for clarifying the basis as well as feasibility.
To overcome the above situation, delegate Nguyen Thi Thu Ha proposed adding specific quantitative and qualitative criteria as a tool for project screening. Selected projects must demonstrate actual transportation needs, inter-regional connectivity associated with key economic corridors and spillover effects to dynamic regions such as the Northeast or North Central. At the same time, the level of investment readiness; the ability to complete in the 2026-2030 period; and compatibility with industry planning must be considered as conditions to ensure feasibility and help the National Assembly effectively supervise.
Based on this scientific criteria system, delegates expressed their high consensus on updating two key railway lines to the adjusted list, including the Hai Phong - Ha Long - Mong Cai railway line and the Hanoi - Quang Ninh high-speed railway line. Prioritizing axes with high demand for tourism, services, and trade, expanding the high-speed railway network beyond the North - South axis is considered an urgent step, opening up opportunities to attract investment and promote breakthrough economic development in the region.
Developing Con Ong - Hon Net port to exploit rare advantages
In his discussion, the Deputy Head of the Quang Ninh Provincial National Assembly Delegation also mentioned that the drafting agency has not yet accepted the opinion on including Con Ong - Hon Net port. Emphasizing that this is not satisfactory, the delegate said: in terms of meeting the criteria for national planning, Con Ong - Hon Net port has full legal basis and technical justification.
Analyzing in depth the competitive advantages, the delegates affirmed that Con Ong - Hon Net port possesses rare natural conditions in the North with the scale of 2 general wharfs 950m long, capable of receiving ships with a capacity of up to 200,000 tons and container ships of 100,000 tons. The biggest difference is that large ships can maneuver right in the port without having to retreat to deep water like many other ports, helping to optimize operating costs.
Strategically, the delegate emphasized the role of this port as an important “link” to reduce the load on Cai Lan port, connecting directly with the border economic zones and Van Don Airport. This will be the destination of the flow of goods passing through National Highway 4B Cao Bang - Lang Son - Quang Ninh; positioned as a gateway port for import and export at the Vietnam - China border, helping to transit goods from China to ASEAN through the sea of Vietnam.
Adding Con Ong - Hon Net port to the planning will not only expand the cross-border logistics network, strengthen national defense and security, but also create opportunities to attract private investment; forming a deep-water port cluster with international competitiveness, similar to how Quang Ninh has succeeded with its previously privately invested airport and highway.
On that basis, delegate Nguyen Thi Thu Ha proposed that the Government complete the factors to ensure implementation, including: resources, progress, coordination mechanism. Specifically, it is necessary to clarify the resource balancing mechanism; review and prioritize urgent projects to be completed before 2030 and clearly identify an inter-sectoral coordination agency with sufficient authority so that the planning can soon be put into practice.
