Collective economy is a solid pillar in new rural construction in the 2021-2025 period

The collective economic sector and cooperatives have gradually become a solid pillar in the process of building new rural areas in many localities across the country. The achievements in income, infrastructure and quality of life are clear evidence of the right direction that the Party and State have determined.

Cooperatives create jobs and sustainable development for rural areas

According to the Summary Report of the Ministry of Agriculture and Environment , by the end of June 2025, the National Target Program on New Rural Construction for the 2021-2025 period had basically achieved and exceeded the assigned targets by the end of 2025. The rate of communes meeting New Rural standards was 79.3%/target 80%, an increase of 10.6% compared to the end of 2021; the rate of communes meeting Advanced New Rural Standards was 42.4%/target 40%, an increase of more than 5 times compared to the end of 2021; the rate of communes meeting Model New Rural Standards was 12.3%/target 10%, an increase of more than 17 times compared to the end of 2021.

The rate of district-level units recognized for completing tasks/meeting NTM standards is 51%/target 50% (up 53% compared to the end of 2021); the rate of advanced NTM districts is 20%/target 20% (at the end of 2021, there were no advanced NTM districts). Nationwide, 12 provinces have been recognized by the Prime Minister for completing the task of building NTM.

The movement “The whole country joins hands to build the new rural area” has a strong and widespread influence throughout the political system and all classes of people, strongly promoting the role of the people in building the new rural area. In particular, millions of households have voluntarily donated more than 98.2 million square meters of land, contributing tens of thousands of billions of VND and working days to build the new rural area.

To achieve these achievements, the collective economic sector and cooperatives play an extremely important role. In recent years, the collective economy, with the core being cooperatives, has gradually affirmed its important role in implementing the New Rural Development Program. The activities of the collective economic sector and cooperatives from agricultural production models associated with value chains, many cooperatives have affirmed their role as "midwives" of farmers, contributing to the economic restructuring, increasing income and building a model New Rural Development.

Collective economy and cooperatives help increase people's income, restructure agricultural production towards modernity, and contribute to improving economic and social infrastructure. Cooperatives help overcome limitations in capital and technology of household economy, while creating jobs and sustainable development for rural areas.

In the set of criteria for new rural communes in the 2017-2020 period, criterion No. 13 on production organization requires: new rural communes have cooperatives that operate effectively and in accordance with the provisions of the Law on Cooperatives; have a production linkage model associated with the consumption of key products to ensure sustainability.

Entering the 2021-2025 period, the collective economy and cooperatives continue to be identified as important factors when criterion No. 13 is supplemented with many other indicators. Specifically: implementing traceability of the commune's key products associated with building raw material areas and being certified by VietGAP or equivalent; having a plan and implementing a plan to preserve and develop craft villages and traditional craft villages associated with environmental protection infrastructure; having an effective community agricultural extension team...

Criterion No. 13 on production organization and rural economic development is considered a “dynamic” criterion with many requirements for innovation suitable to the reality of each locality. In particular, the consolidation and development of new-style cooperatives, cooperative groups and production linkage models associated with product consumption play a core role.

Clear transformation thanks to collective economy

In the process of implementing the national target program on new rural construction in the 2021-2025 period, production organization and rural economic development are identified as one of the key criteria, contributing directly to increasing income, improving life and promoting sustainable development in localities. In fact, many provinces and cities across the country have made clear changes thanks to innovating production organization, developing collective economic models and linking along value chains.

For example, in Binh Dinh, the production organization criterion is identified as a priority task in building new rural areas. By the end of 2024, the whole province has 317 cooperatives, of which 162 are operating effectively. Localities focus on building and replicating models of linking agricultural production with product consumption according to the value chain for key products such as rice, safe vegetables, seafood and OCOP products.

In Nghe An, in 2024, the province reviewed, evaluated and transformed 134 ineffective cooperatives, and established 45 new high-tech agricultural cooperatives, developing towards clean, organic production and smart agriculture. Restructuring cooperatives not only helps improve production efficiency but also creates conditions for people to participate in linking product consumption, stabilize output and gradually form concentrated specialized production areas.

Identifying the subjects of the national target program on new rural construction as the people, directly farmers in rural areas, many localities of Hanoi have focused on developing household economy and collective economy to enhance resources for socio-economic development, solve jobs, and increase income for workers. With more than 3,000 cooperatives, collective economic models have increasingly improved production and business capacity, actively supporting farmers in rural areas, especially in remote areas.

Not only consolidating and developing cooperatives and cooperative groups, localities nationwide also focus on developing OCOP products and multi-value economic models to increase people's income. According to statistics from the Ministry of Agriculture and Environment, as of September 2025, the country has nearly 17,400 OCOP products with 3 stars or more, of which many local specialties are available in major supermarket systems and participating in export.

It can be affirmed that the organization of production and effective rural economic development is gradually becoming a solid pillar in the process of building new rural areas in many localities across the country. In the period of 2025-2030, the organization of production and rural economic development will continue to be the key criteria. Localities need to mobilize the synchronous participation of the entire political system and the people, taking the people as the center, cooperatives as the foundation, and enterprises as the driving force to form concentrated production areas, develop key products associated with building advanced and exemplary new rural areas.

However, to build a modern, civilized countryside that is competitive and internationally integrated, localities need to continue to innovate production organization, develop collective economy, promote the application of high technology, expand consumer markets and attract businesses to invest in agriculture.
