The meeting took place in the context of the Vietnam - Russia Comprehensive Strategic Partnership continuing to be strongly consolidated, the two countries are looking forward to activities to celebrate the 75th anniversary of diplomatic relations, along with many important parliamentary cooperation activities in the coming time.

At the reception, Deputy Chairman of the National Defense, Security and Foreign Affairs Committee Nguyen Manh Tien emphasized that the Vietnam-Russia relationship has been built on a deep historical foundation and comprehensive cooperation over the past seven decades. Vietnam appreciates and remembers the valuable assistance that the former Soviet Union and the present-day Russian Federation have given Vietnam in the struggle for national liberation, national construction and defense. Deputy Chairman Nguyen Manh Tien said that in recent years, despite many fluctuations in the international and regional context, high-level exchanges between the two countries have been actively maintained. In particular, the State visit of Russian President Vladimir Putin to Vietnam (June 2024), the phone call between General Secretary To Lam and Russian President Vladimir Putin (August 2024), and the official visit to the Russian Federation by National Assembly Chairman Tran Thanh Manh (September 2024) have created important momentum for the relationship between the two countries.

Regarding parliamentary cooperation, Deputy Chairman Nguyen Manh Tien affirmed that the Vietnamese National Assembly always considers parliamentary cooperation as one of the important pillars in the overall Vietnam-Russia relationship. The signing of the Cooperation Agreement between the Vietnamese National Assembly and the Russian Federation Council (September 2024), along with the Agreement on the Establishment of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the Russian State Duma (2018), are important milestones showing the depth of bilateral parliamentary cooperation. The Deputy Chairman emphasized that Vietnam highly appreciates the role of the Inter-Parliamentary Cooperation Committee - the first high-level cooperation model between the Vietnamese National Assembly and a foreign Parliament. The Committee's successful organization of three meetings is a testament to the substantial effectiveness of this mechanism.

Thanking the Vietnamese National Assembly for the warm welcome, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam Bezdetko Gennady Stepanovich highly appreciated the tradition of trustworthy cooperation between the two countries, and affirmed that Russia always considers Vietnam a top priority partner in the Asia-Pacific region. The Ambassador said that Russia is ready to closely coordinate with Vietnam to effectively implement the Joint Statement on deepening the Comprehensive Strategic Partnership adopted by the two sides on June 20, 2024, as well as the Joint Statement in January 2025 on the results of the visit to Vietnam by Russian Prime Minister Mikhail Vladimirovich Mishustin.

Ambassador Bezdetko Gennady Stepanovich expressed his hope that the two National Assemblies will continue to maintain delegation exchanges at all levels, enhance consultation and coordination at multilateral parliamentary forums such as IPU, AIPA, MSEAP, WCSP, etc. The Ambassador also emphasized the important role of exchanges between the two countries' Friendship Parliamentarian Groups. The Ambassador affirmed that parliamentary cooperation not only contributes to enhancing mutual understanding but is also a mechanism to support, monitor and promote the effective implementation of agreements at the Government, business and ministries and branches of the two countries.

Vice Chairman Nguyen Manh Tien suggested that the two sides closely coordinate and carefully prepare both content and logistics for high-level foreign affairs activities of the Vietnamese National Assembly leaders in Russia and of the Russian National Assembly leaders in Vietnam that will take place in the coming time. These will be important highlights, contributing to strengthening political trust and promoting comprehensive cooperation between the two countries. Besides parliamentary cooperation, Vice Chairman Nguyen Manh Tien and the Ambassador discussed many areas of cooperation that are developing well between the two countries such as economy - trade, science - education, culture, tourism and people-to-people exchange. Vice Chairman Nguyen Manh Tien also highly appreciated the role of the Vietnamese community in Russia (about 60,000 to 80,000 people) in contributing to strengthening friendship, preserving culture and promoting economic cooperation between the two countries.

The two sides agreed to continue to coordinate and support each other at international organizations and multilateral forums such as the United Nations, APEC, ASEM, ARF, etc. Ambassador Bezdetko Gennady Stepanovich affirmed that Russia consistently supports Vietnam's stance on peacefully resolving disputes in the East Sea, on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Deputy Director Nguyen Manh Tien thanked the Russian Embassy for its close cooperation in the past time and hoped that the Ambassador would continue to be an important bridge to promote the relations between the two countries in general and the cooperation between the Vietnamese National Assembly and the Russian legislative bodies in particular. For his part, Ambassador Bezdetko Gennady Stepanovich expressed his belief that with the determination of senior leaders and effective coordination between the agencies of the two countries, the Vietnam - Russian Federation Comprehensive Strategic Partnership will continue to be deeply strengthened, bringing practical benefits to the people of the two countries.
