On the morning of November 19, at the National Assembly House, Vice Chairman of the Committee for Law and Justice, Chairman of the Vietnam - Bulgaria Parliamentary Friendship Group (NSHN) Ngo Trung Thanh received Bulgarian Ambassador to Vietnam Pavlin Todorov.

At the meeting, Vice Chairman of the Committee for Law and Justice, Chairman of the Vietnam - Bulgaria Parliamentary Friendship Group (NSHN) Ngo Trung Thanh noted that over the past time, the traditional and loyal friendship between Vietnam and Bulgaria has been developing increasingly well.

At the same time, he highly appreciated the strong developments in political relations between the two countries, especially the exchange of high-level delegations through Party, State and people-to-people channels. In particular, the official visit of General Secretary To Lam (October 2025) took place on the occasion of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations, affirming the depth of traditional friendship and mutual respect between the leaders of the two sides.

During the visit, the two countries agreed to upgrade their relationship to a strategic partnership. Bulgaria is the first country in the Balkan Peninsula with which Vietnam has established this relationship.

The Chairman of the Vietnam - Bulgaria NSHN Group emphasized that the Vietnamese leaders and people always remember the valuable assistance from the Bulgarian State and people; thereby, wishing to further promote the friendly relationship and cooperation in economics , trade, culture... between the two countries.

Thanking the Chairman of the Vietnam - Bulgaria NSHN Group, Ngo Trung Thanh, for taking the time to meet him, Ambassador Pavlin Todorov expressed his agreement with the assessment of the relationship between the two countries. The Ambassador also affirmed that the parliamentary relationship between Vietnam and Bulgaria has a traditional foundation of cooperation, which has been strengthened through bilateral agreements.

The Ambassador also said that in 2025, the Bulgarian National Assembly established the Bulgaria - Vietnam NSHN Group, a group of 39 parliamentarians, all of whom have deep feelings for Vietnam.

Recalling the visit of General Secretary To Lam, the Ambassador believed that the Joint Statement on the establishment of the Vietnam - Bulgaria Strategic Partnership will create a new legal framework for bilateral cooperation activities, including cooperation between the two National Assemblies and the two NSHN Groups.

With Bulgaria having established the Bulgaria - Vietnam NSHN Group, Chairman of the Vietnam - Bulgaria NSHN Group Ngo Trung Thanh stated that in the coming time, the two Groups need to actively promote parliamentary exchanges, for example, organizing online meetings to discuss issues of mutual concern. In addition, the two sides continue to closely coordinate to organize meaningful activities to celebrate the 75th anniversary of the establishment of diplomatic relations.

Agreeing with the proposal of the Vice Chairman of the Law Committee, the Bulgarian Ambassador affirmed that he will make every effort to promote the cooperation between the two countries and the two National Assemblies in depth, practically and effectively; and promote the tradition of friendly cooperation that has been diligently cultivated by the two countries' senior leaders.
