Hanoi carries out the election of deputies to the 16th National Assembly and People's Councils at all levels.

On the afternoon of November 21, the Standing Committee of the Hanoi Party Committee held a conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in a combination of direct and online forms from the Party Committee's bridge to 126 communes and wards with more than 10,000 delegates attending.

Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that in order for the election to achieve high results, Party committees and organizations at all levels must focus on leading, directing, and fully preparing conditions to successfully organize the election; ensure the election is conducted democratically, equally, legally, safely, economically, and truly a festival for all people; thoroughly and strictly implement the directives and instructions of the Central Committee, the City Party Committee, and the five key issues that General Secretary To Lam raised at the recent national conference.

There are about 4 months left from now until the election day of March 15, 2026, while the amount of work to be implemented is very large, with very high requirements. Standing Deputy Secretary of the City Party Committee Nguyen Van Phong requested relevant units and sectors to immediately get to work, closely follow the plan of the City Steering Committee, and implement it specifically, practically, effectively, and avoid formalities.

Comrade Nguyen Van Phong also requested that the working delegations of the City Party Committee regularly inspect, urge, and accompany the communes and wards to remove difficulties and obstacles to ensure the progress and quality of work; and best prepare conditions for the successful organization of the election.

Regarding the establishment of Election Committees at all levels of Hanoi city, according to the summary report up to November 21, 2025, the city has completed and ensured compliance with regulations.

According to the City Election Committee, propaganda plays a key role in helping voters understand their rights, obligations, how to participate in the election and have full information about the candidates. Therefore, the implementation content includes: Developing a propaganda plan for the election; organizing the study of the Election Law, discussing standards and structure (before March 10, 2026); regularly announcing the election date, voting place/time (from March 5, 2026); updating the candidate's biography and list in a transparent and accessible manner.

Inspection, monitoring and training will be carried out continuously from the time of implementation until March 15, 2026.

The aim is to ensure that the election takes place democratically, legally, safely, effectively, and builds trust with voters. The city will organize inspection teams in communes and wards; at the same time, training and guidance on implementation will be provided from November 2025 and organized many times according to the work progress, in diverse forms, including guidance documents, live/online conferences and exchanges.
