The meeting took place right after Vietnam and Algeria announced upgrading their bilateral relations to a strategic partnership, opening a new phase of deeper, more comprehensive and effective cooperation between the two countries.

Prime Minister Pham Minh Chinh respectfully thanked President Abdelmadjid Tebboune and the Algerian State for their warm and cordial reception of the high-ranking delegation of the Vietnamese Government, and conveyed the warm regards of General Secretary To Lam, President Luong Cuong and senior leaders of Vietnam to President Abdelmadjid Tebboune.
Sharing the results of the very successful talks with Prime Minister Sifi Ghrieb, Prime Minister Pham Minh Chinh said that the two sides need to soon develop a specific action plan after establishing the Strategic Partnership. In particular, priority should be given to continuing to exchange high-level delegations at all levels, ministries, branches and localities. Regarding economics , trade and investment, the Prime Minister hopes that President Abdelmadjid Tebboune will direct the Algerian National Assembly to soon ratify agreements and support the expansion of oil exploitation and processing projects. Regarding food security, with its strengths, Vietnam is ready to contribute to ensuring food security for Algeria.
The two sides also need to promote cooperation in textiles and silk production for export to African and European markets. Regarding agricultural production and seafood processing, the two sides can combine Algerian resources with the intelligence of Algeria and Vietnam to promote cooperation to serve the Algerian people and export to African countries. At the same time, strengthen defense and security cooperation, including cooperation in cyber security, non-traditional security and renew previous areas of cooperation such as sending medical and educational experts, promoting training cooperation, student and postgraduate exchange; promoting cultural exchange, people-to-people exchange and tourism.
The Prime Minister suggested that the two sides continue to maintain the tradition of cooperation, close coordination and mutual support at multilateral forums, including supporting the assurance of security, safety, and freedom of navigation and aviation in the East Sea, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
Expressing his full agreement with the very practical proposals of Prime Minister Pham Minh Chinh, President Abdelmadjid Tebboune said that the two countries still have many areas to prioritize in promoting cooperation, from space cooperation, pharmaceuticals to tea production, component production, and tourism. The President affirmed that he will strongly support and direct Algerian authorities to closely coordinate with the Vietnamese side to effectively implement commitments, agreements and cooperation programs, and soon concretize the Strategic Partnership framework with practical projects and activities that bring benefits to the people of the two countries.
On this occasion, Prime Minister Pham Minh Chinh respectfully conveyed the invitation of General Secretary To Lam and President Luong Cuong to President Abdelmadjid Tebboune to visit Vietnam soon. The Algerian President happily accepted the invitation and looked forward to welcoming General Secretary To Lam and President Luong Cuong to Algeria soon.
Within the framework of the official visit to Algeria, on the evening of November 19 (local time) and on November 20, Prime Minister Pham Minh Chinh and Algerian Prime Minister Sifi Ghrieb attended the Vietnam - Algeria Economic Forum with the theme "For an effective and sustainable economic partnership", co-chaired a working session with ministries and a number of businesses of the two countries to implement the agreed commitments; met with President of the National Assembly of the People of Algeria (Lower House) Ibrahim Boughali... On the same day, the Prime Minister and his wife visited Ho Chi Minh Avenue, attended the inauguration ceremony of the Memorial Stele on the life and career of President Ho Chi Minh.
