Deputy Prime Minister: Son La strives to achieve the highest economic growth target

Deputy Prime Minister Bui Thanh Son requested Son La to have a specific management scenario to strive to fulfill the highest targets and tasks, and strive to fulfill the highest growth target assigned by the Government (8%).

The Government Office issued Notice No. 655/TB-VPCP dated November 28, 2025, concluding the conclusion of Deputy Prime Minister Bui Thanh Son at the working session with the leaders of Son La province.

The announcement stated that in the first 10 months of 2025, despite facing many difficulties and challenges (including the reorganization of the apparatus and the implementation of the 2-level local government model), the Party Committee, government and people of Son La province have united, are highly determined, made great efforts, overcome difficulties, resolutely and effectively implemented the tasks and solutions set out and achieved quite comprehensive results in socio-economic development, ensuring national defense and security.

However, in addition to the achieved results, the socio-economic situation in the first 10 months of 2025 of the province still has some shortcomings and limitations, including 2 targets that have not reached the set target: GRDP growth in the first 9 months of the year reached 6.26%, lower than the national average (7.85%) and compared to the growth scenario for the last 6 months of the year of the province (7.4%); disbursement of public investment capital in the first 9 months compared to the plan assigned by the Prime Minister only reached 41.97%, lower than the national average (54.4%) due to reasons such as the impact of floods in the area, leadership and direction are not really drastic and effective...

The Deputy Prime Minister has proposed a number of tasks and solutions for Son La province to implement in the coming time. Specifically, regarding economic growth, Son La province needs to focus on leadership, direction, and have specific operational scenarios to strive to achieve the highest targets and tasks of socio-economic development in 2025, including striving to achieve the highest economic growth target assigned by the Government (8%); increase state budget revenue, promote disbursement of public investment capital (striving to disburse at least 95% of the public investment capital plan in 2025).

At the same time, the province needs to carefully assess the outstanding opportunities and competitive advantages of the locality after the merger; on that basis, promptly review and adjust the planning and development orientations of the province accordingly.

The Deputy Prime Minister noted that on the basis of the Resolution of the 16th Provincial Party Congress, term 2025-2030, the province urgently builds programs, plans, policy mechanisms and key projects for breakthrough development in the coming time; at the same time, update, supplement and adjust according to the Resolution of the 14th National Party Congress.

Review the implementation of strategic breakthroughs, focusing on administrative procedure reform; build a set of policy mechanisms to make the most of and synchronize with the policies issued by the central government; strongly promote science and technology, innovation and digital transformation.

Along with that, the province needs to review and develop a medium-term public investment plan for the 2026-2030 period, ensuring key and focal investments, prioritizing infrastructure development, especially connecting traffic, digital infrastructure and human resource development.

Speed ​​up the progress of key local projects; closely coordinate with ministries and central agencies in implementing key central projects in the locality, especially in site clearance.

Regarding the two-level local government, the province needs to quickly stabilize the organizational structure, closely follow Government regulations for timely implementation, and continue to ensure the smooth and effective operation of the two-level government in the coming time.

The province continues to review, evaluate, and restructure the existing staff; proactively allocate resources and budget to organize training and fostering for commune-level staff, ensuring efficiency and meeting practical work requirements; continue to pay attention to and prioritize resources for investment in facilities and working equipment for communes.

In particular, the province identifies digital transformation as a mandatory and urgent task that must be implemented resolutely at each level.../.
