What is the 580,000 billion VND for education spent on?

(Dan Tri) - With a total proposed investment of 580,133 billion VND for 10 years, the National Target Program on Education is one of the programs with the largest budget scale ever in this field.

The proportion of public investment is overwhelming.

On the morning of November 25, Minister of Education and Training Nguyen Kim Son presented to the National Assembly a report on the investment policy decision for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period.

The program is expected to be divided into two phases.

In the 2026-2030 period, the total estimated cost of implementing the Program is at least VND 174,673 billion, of which the central budget capital is VND 100,000 billion, including VND 85,000 billion of public investment capital and VND 15,000 billion of regular expenses.

The local budget capital is estimated at 45,101 billion VND, of which 41,143 billion VND is public investment capital and 3,985 billion VND is regular expenditure.

The counterpart capital of universities and vocational schools is expected to be 20,429 billion VND, including entirely public investment. Other capital sources are about 9,143 billion VND, not yet allocated in detail.

In the next period of 2031-2035, the total capital is estimated at about 405,460 billion VND, of which the central budget capital is about 249,133 billion VND, including 231,513 billion VND of public investment capital and 17,600 billion VND of regular expenses.

Local budget capital is about 70,672 billion VND, of which 65,830 billion VND is public investment capital and 4,842 billion VND is regular expenditure.

Counterpart funds for public investment in universities and vocational schools are about 68,645 billion VND. Other legally mobilized capital sources are expected to be 17,030 billion VND.

The capital structure shows that the majority of capital is allocated to public investment (construction, infrastructure upgrading, equipment purchase) with proportions accounting for 83.91% and 90.27% of total capital in the two phases, respectively.

Meanwhile, regular expenditure (investment in people) only accounts for 10.9% and 5.5% respectively.


The capital structure also shows the leading role of the central budget. This capital source accounts for about 60.2% of the total capital in the 10 years of implementing the Program. Specifically, the central budget's proportion increases from 57.25% in the 2026-2030 period to 61.45% in the 2031-2035 period.

Higher education is the biggest investment

The allocation of capital by component project at each stage clearly reflects the investment strategy for each level of education.

In the 2026-2030 period, the investment focus is on solving the urgent problem of general infrastructure. This level of education accounts for 45.8% of the total capital for the period.

However, in the 2031-2035 period, the capital ratio for general education will decrease to 30.09% while the capital ratio for higher education will skyrocket to 52.47%.

Of the total capital of VND580,133 billion, higher education received the largest capital share with VND277,000 billion, accounting for nearly 47.75% of the total capital for 10 years.

This investment aims to strengthen facilities for higher education institutions; invest in upgrading and modernizing key higher education institutions to be on par with the region and the world, with the capacity to train high-quality human resources, make breakthroughs in science and technology development, innovation, and digital transformation.

The goal by 2035 is to have at least 12 universities in the top 200 in Asia and 2 in the top 100 in the world in a number of key fields.

Preschool and general education received an investment of 202,000 billion VND, accounting for 34.82% of the total capital for 10 years. This capital is used to ensure facilities and teaching equipment to meet the requirements of implementing preschool and general education programs.

Meanwhile, vocational education accounts for only 10.29% of total investment capital, equivalent to the allocated budget of VND59,733 billion.

During the operation process, the Government will proactively balance and arrange the central budget to prioritize additional support for the Program, ensuring sufficient resources to implement the key and urgent goals and tasks of the education and training sector in each period, in accordance with the budget capacity and socio-economic development conditions of the country, and at the same time have solutions to reasonably mobilize all legal capital sources for implementation.

At the same time, based on the implementation results of the Program for the 2026-2030 period, the Government will submit to the National Assembly for decision on resources to implement the Program for the 2031-2035 period.
