On November 30, at the headquarters of the Ministry of Education and Training, the ceremony to award the Medal "For the Cause of Education" to Deputy Minister Mogilevsky Konstantin Ilyich and officials of the Ministry of Science and Higher Education of the Russian Federation took place.
Speaking at the ceremony, Minister Nguyen Kim Son expressed his pleasure to welcome Deputy Minister Mogilevsky Konstantin Ilyich and the delegation. The Minister emphasized that the traditional friendship between Vietnam and the Russian Federation has always been strengthened by practical cooperation results, in which education and training is one of the outstanding fields.
The Minister acknowledged the direct and extremely important role of Deputy Minister Mogilevsky Konstantin Ilyich in promoting educational cooperation between the two countries and many initiatives to develop humanitarian cooperation and teach Russian in Vietnam.

Specifically, Deputy Minister Mogilevsky Konstantin Ilyich directly directed the negotiation and successful signing of two agreements between the Government of Vietnam and the Government of the Russian Federation on cooperation in higher education and the establishment of the Pushkin Center in Vietnam. He also closely coordinated with the Vietnamese side in connecting and successfully organizing high-level visits of Vietnamese leaders to the Russian Federation. Within the framework of these working trips, many educational cooperation activities were strongly promoted, contributing to deepening and enhancing educational relations between the two countries.
The Deputy Minister also actively supported and connected to implement many bilateral educational cooperation activities, notably the Vietnam - Russia University Rectors' Conference in 2024. The event received a video greeting from Russian Deputy Prime Minister Dmitry Chernyshenko, affirming that the relationship between the two countries is developing positively on the foundation of traditional friendship. The forum gathered nearly 200 delegates, with the participation of 21 Vietnamese universities and 40 Russian universities.
The Minister affirmed that the awarding of the Medal "For the Cause of Education" is a respectful recognition of the Deputy Minister's contributions to Vietnam's education and bilateral cooperation.

At the ceremony, Deputy Minister Mogilevsky Konstantin Ilyich expressed his honor to receive the noble award from the Vietnamese education sector. He emphasized that Vietnam has always been a particularly important strategic partner of the Russian Federation in education and science; and at the same time shared deep affection for the country and people of Vietnam.
He appreciated the specific steps of the two Ministries in 2024-2025, especially the Agreement on establishing the AX Pushkin Russian Language Center, effectively implementing training programs in the Russian Federation, promoting the expansion of the university cooperation network, and plans to prepare for the Vietnam-Russia Education and Science Year 2026.
The Deputy Minister hopes that the two sides will continue to expand cooperation areas, especially the exchange of scholars and Russian language teachers, connecting students and co-organizing major events in 2026.

At the ceremony, Minister Nguyen Kim Son awarded the “For the Cause of Education” Medal to Deputy Minister Mogilevsky Konstantin Ilyich and officials of the Ministry of Science and Higher Education of the Russian Federation. This is a noble award for individuals who have made positive contributions to the development of education in Vietnam.
Also at the event, the two sides held talks and recorded many positive cooperation results, such as: signing an agreement to establish the AX Pushkin Russian Language Center, promoting teaching and organizing the Russian Language Olympiad, expanding cooperation in higher education and sharply increasing the number of candidates to study in the Russian Federation.
The two sides are also completing procedures for the Pushkin Center to officially operate, building a cooperation plan for the 2026-2030 period and preparing for the 6th Session of the Committee on Education, Science and Technology. At the same time, the two sides will coordinate to organize the Rectors' Conference, Vietnam - Russia Higher Education Exhibition in the first quarter of 2026 and participate in the Forum "Russia - Vietnam: 75 years of cooperation" at the end of 2025.
