The Government issued Decree No. 66/2025/ND-CP dated March 12, 2025, regulating policies for nursery children, students, and trainees in ethnic minority and mountainous areas, coastal and island areas, and educational institutions with nursery children and students enjoying policies (Decree No. 66/2025/ND-CP), opening up new opportunities for localities to better care for the young generation in disadvantaged areas.

In Phu Tho , ethnic boarding schools (DTNT) and semi-boarding schools (DTBT) have proactively and synchronously deployed many solutions, ensuring that policies reach the right subjects, promptly and effectively.

Synchronously deploy student support policies

The Department of Education and Training of Phu Tho province said that the Department has requested ethnic minority boarding schools and boarding schools to strictly, fully and promptly implement the regimes and policies according to Decree No. 66/2025/ND-CP.

In particular, special attention is paid to the work of nurturing and managing students; improving the quality of meals and boarding activities... At the same time, inspection and supervision should be strengthened so that policies reach the right subjects and promote practical effectiveness.

As a place of living and studying for hundreds of ethnic minority students from mountainous communes, remote areas, Phu Tho Province's Ethnic Minority Boarding School is identified as a specialized educational institution, with the task of nurturing and training ethnic minority students.

In the 2025-2026 school year, Phu Tho Provincial Ethnic Minority High School has 16 classes with 549 students from 11 ethnic minorities, the largest of which is the Muong ethnic group.

The school attaches special importance to the organization of boarding. The dormitory system, kitchen, and common living area are arranged scientifically and cleanly, meeting the long-term living conditions of students.

The school builds a reasonable timetable for each time frame; assigns managers and teachers to be on duty 24/7; establishes a self-management team to support students' learning and discipline.

The support policy under Decree 66/2025/ND-CP is fully and transparently implemented by Phu Tho Provincial Ethnic Minority High School. Students are guaranteed three meals a day with a rotating weekly menu, ensuring nutrition and food safety.

Not only stopping at ensuring meals, Phu Tho Provincial Ethnic Minority High School also focuses on building a comprehensive educational environment, harmoniously combining teaching literacy, teaching people and practicing life skills.

Students participate in extracurricular activities, culture - arts, sports, and skills education, thereby forming a positive lifestyle, discipline, and solidarity.

Tran Thi Viet Phuong - a student of class 11A1 (Ethnic Minority High School of Phu Tho province) shared that we are taken care of carefully from eating, resting to studying. The menu changes every day, the dishes are delicious and nutritious.

The teachers and foster parents are very friendly and close, making us feel at home. I am very grateful and will try to study well to not let down the efforts of the teachers and family.

Thanks to the good organization of boarding work, students' lives are stable, student numbers are maintained firmly, and the school's education quality is constantly improved.

Helping students in remote areas go to school

Limiting the number of students dropping out of school, helping them feel secure going to school, and contributing to improving the quality of education are the practical benefits that the policy to support students in disadvantaged areas according to Decree No. 66/2025/ND-CP of the Government has brought to students in mountainous areas and ethnic minority areas in Phu Tho.

Trung Son Ethnic Boarding Secondary School (Trung Son Commune) is located in a particularly difficult mountainous commune and is the first boarding school in Yen Lap District (old). The roads are very difficult to travel.

All the students of the school are children of Muong, Dao and Mong ethnic groups. Many of them live in highland villages about 17-20 km away from the school and are forced to stay in the school's dormitory. The remaining students are a few km away from the school, walking over steep passes every day to find their education.

Previously, teachers at the school had a hard time mobilizing students to attend class. However, thanks to strict implementation and timely assurance of student support policies and regulations, the number of students dropping out of school has decreased significantly and class sizes have been maintained.

Mr. Le Minh Tuyen - Principal of Trung Son Secondary School for Ethnic Minority Boarding Students said: In the 2025 - 2026 school year, the school has 408 students, including 142 boarding students.

The previous shortage of accommodation forced students to rent rooms. Since 2020, a 3-storey boarding house with 12 rooms has been completed to help the school organize stable boarding activities.

According to Mr. Le Minh Tuyen - Principal of the school, maintaining student numbers was very difficult in the past, but since the implementation of Decree 66/2025/ND-CP, students have been supported with food, rice, and tuition fees... thereby reducing the burden on parents.

Ly Thi Vui, class 9B (Trung Son Secondary School for Ethnic Minorities) shared: My house is in Nhoi area (Trung Son commune), 20 km from the school. Over the years, every Sunday afternoon, my parents regularly take me to school to stay and study with my friends, and pick me up to go home on the weekends.

Being able to stay at school, my parents can go to work with peace of mind, and I am very happy because I have more time to study. In the evening, we also get extra review guidance from teachers, so my study results are much better than before.

In the journey of training human resources for ethnic minority areas, the Ethnic Minority Boarding Schools and Ethnic Minority Boarding Schools in Phu Tho province have been and are continuing to fulfill their mission well, making practical contributions to the socio-economic development of Phu Tho province.

It can be affirmed that the State's support policies for students in difficult areas have become a "support" for them to overcome their circumstances and confidently go to school.
