
Accordingly, from 7:00 AM on November 28th, all ships and boats operating at sea must cease movement until further notice. All vessels must enter safe anchorage areas before 6:00 PM on the same day.
The Provincial People's Committee requested the People's Committees of coastal communes and wards to guide and arrange for boats and ships to take shelter; at the same time, it assigned the Provincial Border Guard Command, the Department of Agriculture and Environment, the Department of Construction, the Fisheries and Marine Affairs Sub-Department, and local authorities to closely monitor weather developments and promptly inform boat owners, fishermen, and transport forces to proactively take preventive measures.
After the storm, relevant units must quickly notify people to reorganize their mining and production activities accordingly, ensuring safety.
The Provincial People's Committee also directed coastal localities to seriously implement disaster prevention and search and rescue plans; inspect safety at shipbuilding and repair facilities and maritime transport operations. They also emphasized strengthening propaganda and urging fishermen to comply with the sea ban, anchor according to regulations, and absolutely not allow people to remain on boats or rafts during storms to minimize risks and ensure the safety of lives and property.
