
Vice Chairman of the Provincial People's Committee Do Tam Hien emphasized that the obstacles related to land use extension have lasted for many years, affecting the operations of businesses and the progress of project implementation. Therefore, relevant agencies need to quickly reach a consensus on the understanding and correct application of legal regulations to definitively resolve the outstanding issues.
For projects initiated before the Investment Law but without an investment policy approval decision, the enterprise management agency must provide official feedback on the enterprise's operational status as a basis for consideration and handling. For projects with approved investment policies but behind schedule, adjustments to the investment policy must be made before considering an extension of the land use deadline.
The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to review and compile cases with outstanding issues regarding land financial obligations in order to advise the Provincial People's Committee on consideration and handling in accordance with regulations. He requested that departments, agencies, and localities strengthen guidance and support for businesses to fully comply with the provisions of the Investment Law and the Land Law.
According to the Department of Agriculture and Environment, there are still some projects for which the Provincial People's Committee has decided to extend land use rights but whose financial obligations have not yet been determined due to inconsistent interpretations and applications of legal regulations among different agencies.
