During this period, the Quang Ninh Provincial Police Detention Center granted amnesty to 42 inmates. They were all individuals with good conduct records, who voluntarily complied with the law and regulations of the detention facility; the longest sentence reduction was over 38 months, and the shortest was 4 months.
This amnesty has many new and broader features compared to the April 30th amnesty. According to the previous Decision 266, there were four groups of subjects stipulated in clauses 8, 14, 15, and 16 of Article 4 who were not eligible for amnesty. However, in this amnesty, these groups have been expanded and included in the consideration.
The amnesty review process is carried out strictly, openly, fairly, accurately, and democratically by the Detention Center (Provincial Police) in coordination with relevant units and the authorities of wards, communes, and special zones inside and outside the province, ensuring that no ineligible cases are overlooked. In particular, to prepare those granted amnesty for early reintegration into the community, the Detention Center has previously coordinated the opening of vocational training classes, providing vocational certificates to inmates and disseminating information on loan policies for those who have completed their sentences.
This is the second amnesty this year, once again affirming the humane and lenient policy of our Party and State, aiming to create conditions for repentant prisoners to have the opportunity to reintegrate into the community and rebuild their lives. This also serves as motivation for prisoners serving sentences to be more active in their studies, training, and work, striving to return to their families and become useful members of society.
