During this period, the Detention Center (Quang Ninh Provincial Police) had 42 prisoners granted amnesty. They were all people with good rehabilitation records, voluntarily complying with the provisions of the law and the place of detention; the longest sentence reduction period was over 38 months, the shortest was 4 months.
This amnesty has many new and expanded points compared to the April 30 amnesty. According to the previous decision 266, there are 4 groups of subjects specified in clauses 8, 14, 15 and 16 of article 4 that are not eligible for amnesty. However, in this amnesty, these groups have been expanded and included in the list for consideration.
The process of considering special amnesty was coordinated by the Detention Center (Provincial Police) with relevant units and authorities of wards, communes, and special zones inside and outside the province, implemented strictly, publicly, fairly, accurately, and ensuring democracy according to the provisions of law, not omitting or letting go of ineligible cases. In particular, to create provisions and help pardoned people quickly reintegrate into the community, the Detention Center had previously coordinated to open vocational training classes, provide vocational training, issue vocational certificates to prisoners, and disseminate loan policies for cases of completed prison terms.
This is the second amnesty this year, once again affirming the humane and lenient policy of our Party and State, aiming to create conditions for repentant prisoners to have the opportunity to soon reintegrate into the community to rebuild their lives. This is also a motivation to help prisoners serving prison sentences to be more active in studying, training and working, striving to soon return to their families and become useful people to society.
