
Over the years, the province has consistently maintained the view that tourism development must be based on sustainable resource values. From tightening the management of tourist boats in Ha Long Bay to restricting projects that pose a risk to the environment, and standardizing the operations of tourist areas and sites, the province clearly demonstrates its orientation towards protecting heritage alongside exploitation. Many high-end resorts in localities such as Bai Chay, Ha Long, Quang Hanh, and Van Don have adopted international standards on the use of renewable energy, reducing plastic waste, and recycling domestic wastewater. Community campaigns such as "Plastic-Free Tourism" and "Clean the Beach" have become regular activities in localities with the widespread participation of businesses, organizations, and the people.
The province's green tourism development policies are gradually being put into practice, with many new products clearly emerging and becoming highlights such as: community-based tourism of the Dao and Tay ethnic groups in Binh Lieu; cultural and culinary tourism in Tien Yen; agricultural tourism and craft village experiences in Dong Trieu and Hai Ha; or ecotourism and trekking in Yen Tu National Park, Yen Lap Lake, and the buffer zone of Bai Tu Long Bay. These models not only create stable livelihoods for the people but also contribute to preserving traditional culture, protecting the environment, and increasing the competitiveness of Quang Ninh tourism in the international market.
Simultaneously, digital transformation in the tourism sector has also begun to receive attention. Destinations have proactively applied digital technology to ticket sales, booking management, cashless payments, augmented reality/virtual reality (AR/VR), etc., contributing to improved operational efficiency and customer experience.

The policies and approaches mentioned above have initially contributed to improving the quality of destinations, expanding tourism spaces, and creating new growth momentum for the industry. However, despite possessing outstanding potential, Quang Ninh tourism still faces several challenges that need to be addressed soon to move towards sustainable development. Experts note that the disparity in the distribution of tourism space remains quite pronounced; while Ha Long, Co To, Van Don, and Yen Tu attract the majority of tourists, Binh Lieu, Ba Che, Dam Ha, Hai Ha, etc., have not yet exploited their potential to the fullest. This leads to frequent overloading of infrastructure in central areas, especially during peak seasons, resulting in significant pressure on traffic, waste management, and the risk of marine ecosystem degradation.
Another challenge is that the uniqueness of tourism products is not yet truly outstanding. Many products are still isolated, lacking cultural depth, and not sufficiently different from other localities in the region. In addition, the digital transformation capacity of tourism businesses, especially small and medium-sized enterprises, is limited; the lack of skilled human resources in technology, foreign languages, and product design is a bottleneck that needs to be addressed soon.
In this context, experts have offered important suggestions. According to Dr. Nguyen Thi Phuong (Communist Magazine), Quang Ninh needs to continue improving mechanisms to support investment in ecotourism, community tourism, and green tourism; while establishing specific standards and regulations to assess product quality and strengthen monitoring of environmental protection enforcement. Digital transformation must be considered a key solution, not only in applying technology but also in restructuring operational processes, integrating tourism data, and developing digital platforms to help tourists access information, book services, and make electronic payments conveniently and transparently. Technology also needs to be applied in resource monitoring, early warning of environmental degradation risks, and supporting businesses in innovating products to suit market trends.
From a promotional perspective, according to Mr. Ha Van Sieu, Deputy Director of the Vietnam National Tourism Administration, the province needs to strengthen regional linkages, cooperate with large travel businesses, international organizations, and digital platforms to improve the effectiveness of promotion and expand the market for high-quality tourists. Tourism fairs and events must be organized more professionally to promote advantages, introduce investment opportunities, and affirm the Quang Ninh tourism brand associated with green growth. This will not only attract more high-quality tourists but also stimulate synchronized and harmonious development among stakeholders. In particular, the preservation of tangible and intangible cultural values, along with the preservation of the traditional identity of ethnic minorities, is indispensable to enrich and diversify tourism products, thereby affirming the unique position of Quang Ninh tourism in the international market.
Green growth, sustainable development, and product diversification are not only inevitable development trends but also the foundation for enhancing competitiveness and ensuring long-term benefits. Implementing comprehensive, feasible solutions tailored to local realities is a key condition for the province to develop a modern, efficient, and responsible tourism model, contributing to harmonious and sustainable socio-economic development.
