According to the Ministry of Finance , the recent reorganization of administrative units has resulted in a large number of houses, land, and offices that are no longer in use. This process requires localities to review, classify, and propose appropriate solutions for each asset. The Ministry of Finance has issued many guiding documents and completed mechanisms related to standards and norms for offices; at the same time, organized working groups to support localities in removing obstacles in implementation.
The Ministry of Finance has acknowledged that many localities have proactively transferred, rearranged or effectively exploited public assets, thereby contributing to budget savings. However, the progress of handling in some places is still slow due to complicated legal procedures related to leasing, transferring or liquidating; many redundant facilities are in locations that are difficult to re-exploit; inventory and measurement of current status also face difficulties in terms of human resources and funding.

At the conference, localities recommended that the Ministry of Finance continue to provide specific guidance on headquarters standards; promote simplification of procedures in handling public assets; and develop a specific mechanism to shorten the processing time for facilities that are no longer in use. Many opinions also recommended allowing more flexible application of exploitation methods such as converting functions, leasing or cooperating in exploitation to avoid waste.
Speaking at the conference, Deputy Minister of Finance Do Thanh Trung emphasized: Handling surplus public assets is an important task that contributes to improving the efficiency of budget management and use. Therefore, it is recommended that localities urgently review, classify and develop appropriate handling plans, ensuring compliance with regulations, publicity and transparency. Ministries and branches continue to review and perfect the legal framework, especially regulations related to headquarters standards and asset norms, to facilitate localities to smoothly implement the arrangement and handling of public assets. The Ministry of Finance aims to basically complete the review and handling of surplus public assets arising after the arrangement of administrative units by 2025, contributing to the effective use of public assets and improving the operational efficiency of the administrative apparatus.
