Quang Ninh spreads the culture of rule of law in the digital age

Identifying legal dissemination and education as one of the key tasks in building a disciplined and civilized society, in recent years, Quang Ninh province has focused on innovating methods of legal dissemination and education, expanding legal communication in the digital environment and strengthening activities at the grassroots level. At the same time, the province has also improved institutions, applied new criteria for evaluating effectiveness and promoted digital transformation in management, helping legal dissemination and education work to go deeper, bringing the law closer to the people, gradually forming a culture of respect for the law in the community.

Strengthening direction and improving implementation efficiency

The work of legal dissemination in Quang Ninh continues to be implemented synchronously and widely, with the participation of the entire political system from the province to the grassroots. This work is identified as an important "bridge" between law-making and law enforcement, associated with the implementation of major resolutions of the Central and the province.

The Provincial People's Committee issues annual plans on legal dissemination and education, grassroots mediation, and building communes that meet legal access standards. The Provincial Legal Dissemination Coordination Council operates in a disciplined manner, with regulations, programs, inspection plans, and specific instructions. Leadership and direction are implemented in a unified manner. Sectors and localities actively and proactively develop plans and select appropriate propaganda content, ensuring that it is close to practical requirements and political tasks of each period. Implementation is carried out flexibly and is regularly updated according to newly issued legal documents.

Notably, Quang Ninh is piloting the assessment of the effectiveness of legal dissemination work according to Decision 979/QD-TTg of the Prime Minister and the General Criteria issued by the Ministry of Justice . The Provincial People's Committee has issued Plan 251/KH-UBND on pilot assessment of the effectiveness of legal dissemination. This is an important step, focusing on assessment by specific criteria, linking implementation results with the level of task completion of the head and the collective of agencies and units.

The province also focuses on implementing legal dissemination at the grassroots level, especially in mountainous areas, border areas, ethnic minority areas, fishermen on offshore islands and specific target groups. The dissemination is carried out flexibly, in accordance with the actual conditions in the localities, contributing to bringing legal information to the right target, in a more timely and effective manner.

The provincial PBGDPL information page regularly updates information, becoming an effective tool to quickly and promptly convey legal regulations to officials and people.

Diversify forms, bring law closer to people

To bring the law to the people in a practical way, all levels, sectors and localities actively innovate and diversify the forms of propaganda, ensuring suitability for each target group and practical conditions. Legal content is conveyed through direct conferences, community activities, grassroots loudspeakers, Q&A documents, social networks and digital platforms, helping people to easily access, understand and apply in daily life.

Many good models and practices have been built, maintained and replicated: "Grassroots Law Day", "Law Club", "Mock Trial", "Loving Leaves" model, "Storytelling according to the case", "Legal Broadcasting"; model "Skillfully propagating and mobilizing students to comply with the Road Traffic Law", "Skillfully propagating and guiding tourist boats on Ha Long Bay to ensure fire safety" ...

Along with that, digital transformation is a clear highlight. The Provincial PBGDPL Electronic Information Page is operated as an "open data warehouse" on law. Up to now, the information page has updated thousands of news and articles, attracting nearly 1.6 million visits, becoming an effective tool to quickly and promptly convey legal regulations to officials and people.

The province also diversified the forms of communication on digital platforms: Building electronic lectures, leaflets, electronic legal handbooks; producing videos, infographics, organizing and effectively maintaining the column "Online legal knowledge competition" on the Provincial Legal Education Page. A typical example is the online competition "Learning about the law on road traffic order and safety in Quang Ninh province in 2025" organized by the Provincial Legal Education Coordination Council; in just one month of organization, the competition attracted nearly 92,600 entries from officials, civil servants, armed forces, students and people across the province, including thousands of ethnic minorities.

Not only at the provincial level, localities are also actively applying information technology in legal propaganda. Many units have built a PBGDPL column on the electronic information portal, Zalo group, fanpage, thereby quickly transmitting information about new documents, warnings of violations and common legal situations. The model of broadcasting law through the loudspeaker system, building periodic legal bulletins, QR codes to download legal documents... is being deployed in many wards and communes, helping propaganda content reach people conveniently, promptly, reducing costs, and improving access efficiency.

Every year, Vietnam Law Day (November 9) is always organized by Quang Ninh into a series of large-scale and practical activities. Typically, in 2025, the rally in response to Law Day in Ha Long ward was combined with the running activity "Spreading the spirit of respect for the law", attracting more than 1,000 officials, students and people to participate.

Speaking at this event, Vice Chairman of the Provincial People's Committee Le Van Anh emphasized the need to continue to innovate and improve the effectiveness of legal dissemination associated with the implementation of Resolution 66-NQ/TW of the Politburo, considering people as the center; diversifying forms of propaganda, promoting the application of information technology, expanding legal communication on digital platforms. Along with the rally, the province organized awards for collectives and individuals with outstanding achievements in legal dissemination; awarded prizes for the online contest to learn about the law on traffic order and safety; announced many new legal communication products. Thereby, encouraging each cadre and civil servant to promote the role of legal propagandist at the grassroots level; each citizen to proactively learn, improve their understanding and awareness of law compliance in daily life.

Entering a new phase, Quang Ninh continues to move towards a professional approach, considering changes in people's awareness and law-abiding behavior as important criteria in evaluating results. The province continues to perfect the digital platform for legal dissemination and education; expand the network of legal reporters and propagandists; focus on specific target groups; link legal dissemination and education with the construction of new rural areas and civilized urban areas; and sustainably spread the spirit of respect for the Constitution and the law in social life.
