DNO - The City People's Committee issued Plan No. 129/KH-UBND dated October 20, 2025 on implementing the Project "Improving the effectiveness of legal dissemination and education associated with mobilizing the masses to comply with the law at the grassroots level of the People's Public Security force for the period 2021-2027" in Da Nang city in 2025.

Accordingly, the City Police, departments, branches, sectors, People's Committees of wards and communes in special zones, and mass organizations continue to innovate content and diversify forms of legal education and dissemination in a people-centered, focused, and key direction, suitable to social needs and each target group and locality.

Strengthening the direction and organization of specific legal education and consultation points for special and vulnerable groups such as children, homeless youth, workers in enterprises, ethnic minorities living in mountainous areas.

In particular, focus on educating and consulting on regulations related to the rights and legitimate interests of subjects, awareness of respecting and protecting the law, and benefits of law compliance.

For subjects at high risk of violating the law, organize the implementation of educational measures and dissemination of legal education right from the grassroots level to promptly monitor, manage and reform them.

In addition, organize research, propose pilot applications, select and build model points for disseminating legal education suitable to the characteristics and situation of each locality.

Focus on areas and facilities with many difficulties and complexities in security and order to resolve and improve the effectiveness of legal education and dissemination work in the new situation.

Implement digital transformation, enhance the application of information technology, and use mass media in disseminating legal education.

Proactively develop scenarios and deployment plans associated with mobilizing the masses to comply when complicated security and order situations occur in each specific locality and field.

At the same time, continue to review, improve and improve the quality of human resources to carry out the project's legal education and dissemination work; implement policies to mobilize social resources to participate.
