Promulgating the Plan to implement international economic integration activities of the Ministry of Culture, Sports and Tourism in 2025

Objectives of the Plan

Improve the effectiveness of consulting and proposing international economic integration policies in the fields of culture, information, sports and tourism.

Ensure the Ministry's proactive and active participation in international forums and cooperation mechanisms, making practical contributions to the process of implementing Vietnam's international economic integration commitments.

Support businesses, organizations and units in the industry to access information and opportunities from integration, associated with the development of cultural industry, sports economy and tourism.

Require units to proactively and promptly advise and implement integration activities associated with the economic benefits of the culture, information, sports and tourism sectors; Ensure activities have specific results; Implement savings, efficiency and compliance with budget regulations.

Implementation content

Propaganda and dissemination of international economic commitments include: Organizing propaganda on specialized content of culture, information, sports and tourism in FTAs of which Vietnam is a member; Translating documents, conducting professional research; Compiling and publishing propaganda documents, introducing opportunities, challenges and orientations for international economic integration in the fields of culture, sports and tourism; cooperation trends in cultural industry, creative economy, green tourism and sports economy; introducing business support policies, models and typical international experiences.

Sharing international experiences on art development in the context of globalization and digital transformation

Research, negotiation and implementation of international commitments: Research and develop plans and participate in negotiations of new FTAs between Vietnam and partners and negotiate to upgrade FTAs in ASEAN of which Vietnam is a member; Coordinate to develop plans to negotiate the Vietnam - US Reciprocal Trade Agreement; develop plans and organize implementation; Develop negotiation plans in the field of copyright and related rights in new FTAs between Vietnam and partners and negotiate to upgrade FTAs in ASEAN of which Vietnam is a member and the Vietnam - US Reciprocal Trade Agreement; Report on the implementation of the Action Program to implement Resolution No. 59-NQ/TW of the Politburo; consider adding new tasks and solutions to meet new requirements for the country's development in the new period; Evaluate the effectiveness of implementation and propose negotiations to upgrade economic and international cooperation agreements and treaties, including signed FTAs; Research and propose policies to selectively sign and participate in new FTAs and international economic cooperation initiatives; develop and implement measures, mechanisms and policies to take advantage of opportunities and remove obstacles in implementing international economic agreements and linkages and FTAs, especially new generation FTAs; Organize the implementation of newly signed international economic treaties...

Legal and institutional improvement work: Summarize and review the current system of legal documents in the field of state management of the Ministry and make proposals and recommendations for amendments and development of legal documents.

Reporting and inter-sectoral coordination work: Periodically report on international economic integration in the fields under the Ministry's management at the request of the Inter-sectoral Steering Committee for International Economic Integration, the Ministry of Industry and Trade, or other competent agencies; Coordinate with the Ministry of Industry and Trade to prepare the content of the third WTO Trade Policy Review Session...

The Department of Planning and Finance is the standing agency responsible for synthesizing and reporting to the Head of the Ministry's International Economic Integration Committee on the results of periodic plan implementation.

The assigned units must proactively implement the tasks according to schedule; send the results report to the Department of Planning and Finance to synthesize and report to the Ministry's leaders.

For tasks with international elements, negotiations and conferences, it is necessary to coordinate early with the Department of Planning and Finance to agree on content and the Department of International Cooperation to agree on foreign affairs procedures.
