Opening the program, Mr. Mai Son, Deputy Director of the Tax Department, Ministry of Finance, shared the policy guidelines and roadmap for supporting business households in the process of eliminating lump-sum tax. Mr. Mai Son stated that the transition from lump-sum tax to declaration-based tax is a crucial step in implementing the Party and State's policy on fair and transparent tax management and creating favorable conditions for the development of the private economy. To date, 98% of businesses that declare taxes have paid electronically, over 18,500 lump-sum tax households have switched to declaration-based tax, and 133,000 households have registered to use electronic invoices from cash registers. These figures demonstrate the positive shift in policy and the quick and proactive adaptation of business households in the face of this major change.
According to representatives from the Tax Department, the primary goal is to help business households fulfill their tax obligations conveniently, safely, transparently, and in a modern way. The tax sector has implemented a comprehensive set of solutions, including researching and amending policies; promoting communication, dialogue, and practical guidance; simplifying accounting procedures; and applying user-friendly technology. Currently, the tax authorities are finalizing the legal framework focusing on three key areas: amending the Law on Tax Administration and related documents, developing a separate management policy for business households, and developing a simplified accounting system linked to digital technology applications – aiming for a modern, transparent, and taxpayer-centered tax system. Based on this policy, technology companies play a crucial role in realizing this initiative in practice.

In a pioneering spirit, MISA announces a program to offer free MISA eShop software to 2 million business households to support their transition to the tax declaration method. The program is considered a practical and timely solution, helping business households reduce compliance costs, minimize errors, and become familiar with a more transparent tax management method. Under the program, MISA offers 3 months of free MISA eShop software, along with 1 year of free digital signature usage and 5,000 electronic invoices. This "6-in-1" toolkit supports business households from sales management - invoice issuance - digital signature - accounting - tax declaration - direct connection with the Mtax system, enabling the "Declaration - Signing - Payment" process on a single platform. MISA eShop is designed to be a long-term partner for business households, from small-scale initial operations to the development of enterprises, contributing to building a transparent, modern, and sustainable business environment.

Acknowledging the efforts of the technology business community, Mr. Nguyen Van Than - Member of the 14th National Assembly, Chairman of VINASME - assessed MISA's program as a timely and highly socially impactful action, contributing to the concretization of Resolution 68-NQ/TW and supporting business households in adapting to new management models, improving operational capacity and tax compliance. As a member of VINASME, MISA is expected to continue pioneering technology transfer, promoting digital transformation in the business household sector, and contributing to the transparent and modern development of Vietnam's private economy.

From a professional perspective, Ms. Nguyen Thi Cuc, President of the Vietnam Tax Consulting Association (VTCA), believes that the shift from lump-sum tax to declaration-based tax is a crucial reform in modernizing tax management, contributing to revenue transparency, fairness in tax obligations, and reduced risks for both tax authorities and taxpayers. The VTCA President emphasized that coordination between tax authorities, consulting organizations, and technology companies like MISA is a prerequisite for facilitating tax declarations, managing accounting records in an easy-to-understand and secure manner, and gradually improving management capacity and financial transparency for business households.
