Allow investment in railway projects with non-budgetary capital

QNgTV- The 2025 Railway Law (amended) allows investment in railway projects with non-state budget capital, opening up opportunities to mobilize maximum resources in investment.

The 2025 Railway Law (amended) was passed by the 15th National Assembly at the 9th Session, taking effect from 2026. Compared to the 2017 Railway Law, the 2025 Law has added provisions on investment in railway projects using non-state capital to institutionalize Resolution No. 68 of the Politburo on private economic development. Thereby, ensuring both the mobilization of private resources and the State's management role in the railway system.

The new law also promotes decentralization to local authorities according to the motto "locality decides, locality does, locality is responsible"; at the same time, shortening the investment procedures from planning, project implementation to construction investment and contractor selection...

Along with many other added regulations, the 2025 Railway Law (amended) is expected to support and accelerate the implementation of railway projects, thereby contributing to the expansion of an increasingly synchronous, developed and modern railway network.
