The plan was issued to effectively implement Resolution No. 01-NQ/TU dated July 14, 2025 of the Provincial Party Committee on double-digit economic growth in the 2025-2030 period in the tourism sector.
Identify key tasks and assign specific tasks to departments, branches, sectors and localities in organizing and implementing the Resolution; ensure the viewpoint and spirit of "6 clear" (clear people, clear work, clear time, clear responsibility, clear products, clear authority); create high consensus and unanimity in the perception and action of the political system, people and business community to accelerate tourism development, successfully achieve goals, create momentum to spread development to other sectors and fields, ensure double-digit growth, rapid and sustainable development in the new era and truly become the province's spearhead economic sector.
Khanh Hoa issues plan to implement Resolution on double-digit economic growth in the 2025-2030 period in the tourism sector
The Provincial People's Committee aims to make tourism a spearhead economic sector, creating a driving force to promote the development of other economic pillars, making important contributions to economic growth, budget revenue, job creation and improving people's lives.
Total number of guests staying by 2030: Welcoming more than 31.6 million guests (average growth of 15% per year); of which: International guests reach: 10.5 million (average growth of 14.2% per year); Having 100,000 tourist accommodation rooms, of which about 75% of rooms are of 3-5 star quality standards; Creating jobs for more than 300,000 direct and indirect workers in the tourism industry.
The plan orients tourism development in the direction of prioritizing tourism development in the direction of modernity, quality, and building brand reputation. At the same time, it addresses shortcomings in the structure of the tourist market and the distribution of tourism products, especially the imbalance between supply and demand and spatial planning for development.
Focus on developing tourism by industry including: Sea and island tourism, conference and seminar tourism, eco-tourism, community tourism, health care resort tourism, cultural heritage tourism, spiritual tourism associated with environmental protection, preserving and promoting cultural identity.
Developing sustainable tourism, in parallel with the responsibility of preserving and promoting national cultural identity and values; ensuring close coordination between all economic and social sectors and inter-regional cooperation between localities in the province.
Link with localities in the South Central and Central Highlands regions and key tourist areas to coordinate and exploit the maximum potential and common strengths to serve tourism development.
Managing, exploiting and promoting the strengths and potential of sea and island tourism, building brands, tourism products and services; protecting the environment, conserving biodiversity; Building and promoting iconic products of Khanh Hoa: Bird's Nest, Agarwood, OCOP high-tech agricultural products.
In which, Nha Trang and Vinh Hy are oriented to develop sea tourism, explore national historical relics and world cultural heritages.
The North Van Phong area is an international-class coastal tourist city; the North Cam Ranh Peninsula tourist area, Ninh Chu tourist area is oriented to become a national tourist area; the Nui Chua world biosphere reserve, Phuoc Binh National Park; Nam Cuong sand dunes and Mui Dinh tourism experience.
Developing natural eco-tourism in Khanh Son, Khanh Vinh, Bac Ai; developing community tourism models in Ninh Phuoc - Ninh Van, Tan Giang lake, Song Trau lake, Song Sat lake and sightseeing tours of Ninh Phuoc vineyards; Thuan Bac wind power tourism and Dam Nai Ninh Hai wind power field.
The plan also targets three main market groups. Of these, the core market group (the foundation market, which needs immediate priority) is currently in Khanh Hoa or the market can expand rapidly with an effective promotion program.
Growth market group (new market, high potential, short-term roadmap) such as Germany, UK, France, Australia, United Arab Emirates (UAE), Kingdom of Saudi Arabia and expected market group (developing on long-term roadmap) such as Northern Europe, Indonesia, Philippines, Qatar, Eastern Europe - Czech Republic, Poland.
The Provincial People's Committee requires that the implementation work needs to seriously, regularly and comprehensively grasp the viewpoints and development goals; focus on directing and organizing implementation to concretize and complete the goals and tasks set out in Resolution No. 01-NQ/TU of the Provincial Party Committee, especially the goals and tasks of promoting growth of the tourism pillar.
Ensure coordination between relevant levels, sectors, localities, agencies, units, organizations and individuals in deploying and implementing tasks and solutions to promote tourism development, ensuring double-digit economic growth.
