The car carrying General Secretary To Lam and his wife entered the square, to the solemn welcome of the ceremonial guard and military band.
President Rumen Radev and his wife greeted General Secretary To Lam and his wife at the parking area, shook hands, and invited them to proceed to the red carpet and take their place of honor.
The honor guard captain welcomed General Secretary To Lam and his wife to Bulgaria. In a solemn atmosphere, the military band played the national anthems of Vietnam and Bulgaria.

Afterwards, the two leaders introduced the official delegations from both countries attending the welcoming ceremony. General Secretary To Lam and Bulgarian President Rumen Radev then reviewed the honor guard.
Immediately after the welcoming ceremony, General Secretary To Lam and his wife, along with President Rumen Radev and his wife, laid wreaths in remembrance of the unknown soldiers at the Monument to the Unknown Soldier.
The General Secretary's visit took place at a time when the two countries were celebrating the 75th anniversary of the establishment of diplomatic relations, and it was the first visit by a General Secretary of the Communist Party of Vietnam since Bulgaria's political transition in 1990.

The visit also demonstrates Vietnam's respect for traditional partners and friends who have provided valuable support and contributions to the past struggle to protect the Fatherland and the current cause of national construction and development...
This visit will be an opportunity for the leaders of the two countries to strategically orient and elevate Vietnam-Bulgaria relations to a new level, especially in areas where Bulgaria has strengths and Vietnam has needs, such as information technology, quantum computing, artificial intelligence (AI), digital transformation, green transformation, and biomedical science. At the same time, it is also an opportunity for the two countries to build a solid bridge of trust connecting Bulgaria with ASEAN and vice versa, Vietnam with the EU.
