Deploying many solutions to protect and develop aquatic resources

Dak Lak Provincial People's Committee has just issued a Plan to implement the National Program to protect and develop aquatic resources in the province until 2030.

The plan sets the general goal of conserving, protecting, and regenerating to restore and use aquatic resources rationally and effectively; linking patrol and control activities with sustainable fishing, combating IUU fishing; preserving biodiversity and proactively responding to climate change and rising sea levels; promoting green growth, improving people's lives and livelihoods, ensuring national defense, security, and sovereignty ; and sustainably developing the fishing industry...

Regarding specific goals, Dak Lak province will effectively implement the plan to investigate and evaluate biodiversity, aquatic resources and habitats of aquatic species; organize annual investigation and evaluation of commercial fisheries.

One of the important goals is to establish the provincial-level Vung Ro Marine Reserve (classified as Species - Habitat Conservation Area) according to the provisions of the 2017 Fisheries Law. In addition, the province will organize the annual release of fishery resources into natural waters; implement co-management in protecting fishery resources associated with new rural construction and eco-tourism development.

To achieve the above objectives, Dak Lak will organize the management of aquatic resource protection areas and areas where exploitation is prohibited for a certain period of time; implement measures to protect endangered, precious and rare aquatic species and strictly control the exploitation, farming, transportation and trading of these species.

The plan also emphasizes the adjustment and restructuring of fishing occupations, gradually reducing occupations that are unfriendly to resources and the environment, have low selectivity, and exploit immature aquatic products in coastal and inland waters. The province will increase patrols, inspections, controls, prevention and timely handling of violations, focusing on the use of electric shocks, toxic substances, explosives, and destructive fishing gear.

In addition, the province will issue policies to support fishermen in switching from invasive fishing to environmentally friendly occupations; promote propaganda to raise public awareness and implement co-management in protecting aquatic resources.

The plan identifies 8 priority projects and programs such as: Project to establish Vung Ro Marine Reserve - Hoa Xuan commune; Regenerating aquatic resources in some coastal and inland water bodies; Project to implement co-management in protecting aquatic resources; Project to convert some fishing occupations that affect resources and ecological environment; Investigation and assessment of aquatic resources and commercial fisheries in the province...

The funding sources for the implementation of the Plan are diversified from the state budget, integrated into national target programs, mobilizing sponsorship and other legal sources. The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with departments, branches, sectors and localities to organize the implementation of this plan.
