On the morning of October 23, Prime Minister Pham Minh Chinh chaired the 4th meeting of the Steering Committee for Key National Railway Projects with representatives from 18 provinces and cities.
Currently, the whole country is implementing key national projects in the railway sector, including the Lao Cai - Hanoi - Hai Phong railway line; the Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; the North-South high-speed railway construction project; and urban railway projects in Hanoi and Ho Chi Minh City.

According to a report from the Ministry of Construction, for the Lao Cai - Hanoi - Hai Phong line, the consultant has basically completed the survey, determined the route, scale, and design options for the access roads to the stations and station squares, and is working to reach a consensus with the localities for 25 out of 28 stations.
Assigning specific tasks, the Prime Minister directed the Ministry of Construction to take the lead and coordinate with Hai Phong, Hanoi, and Bac Ninh to urgently work on and agree on the route and location of the Nam Hai Phong, Yen Thuong, and Kim Son stations by October 2025. These are large-scale stations on the Lao Cai - Hanoi - Hai Phong railway line, with complex intersections with other railway and road lines, and complex impacts from river flow.
The Ministry of Construction is urgently preparing all necessary conditions to ensure the commencement of component project 1 on December 19th (investment in infrastructure connecting stations on the line and station squares - using domestic capital). The Ministry of Foreign Affairs continues to urge the Chinese side to expedite the preparation of the feasibility study report for component project 2 (investment in railway construction)...
Regarding the North-South high-speed railway project, the Prime Minister instructed the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete the procedures and publish 37 Vietnamese standards (TCVN) on high-speed railways in October to serve as the basis for implementing the next steps.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Prime Minister instructed the Hanoi People's Committee to urgently complete the dossier requesting the Ministry of Finance to compile and submit it to the Prime Minister for a decision on mobilizing ODA and preferential loans for the Line 3 project (Hanoi Station - Hoang Mai). He also directed coordination with the Ministry of National Defense to quickly agree on the land acquisition policy for the Line 5 depot (Van Cao - Hoa Lac)...
The Prime Minister instructed the Ho Chi Minh City People's Committee to focus on completing the procedures for adjusting Line 2 (Ben Thanh - Tham Luong), striving to start construction by the end of 2025. He also noted that top priority should be given to the subway project connecting Long Thanh Airport with Tan Son Nhat Airport in Ho Chi Minh City.
Previously, the Ho Chi Minh City People's Committee sent a document to the Prime Minister proposing to connect urban railway (metro) lines 2 (Ben Thanh - Tham Luong and Ben Thanh - Thu Thiem) with the Thu Thiem - Long Thanh line, forming a continuous metro line to serve passenger transport between Tan Son Nhat and Long Thanh international airports.
According to the Ho Chi Minh City People's Committee, the plan to connect Tan Son Nhat and Long Thanh airports via metro line 2 (Tham Luong - Ben Thanh, Ben Thanh - Thu Thiem) and the Thu Thiem - Long Thanh railway line has favorable conditions for early implementation.
