On the morning of October 23, Prime Minister Pham Minh Chinh chaired the 4th meeting of the Steering Committee for key works and important national projects in the railway sector with 18 provinces and cities.
Currently, the whole country is implementing key, important national railway projects, including the Lao Cai - Hanoi - Hai Phong railway; the Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; the North - South high-speed railway construction investment project; and urban railway projects in Hanoi and Ho Chi Minh City.

According to the report of the Ministry of Construction, for the Lao Cai - Hanoi - Hai Phong route, the consultant has basically completed the survey, determined the route direction, scale and design plan for the access roads to the stations and station squares to work and reach an agreement with the localities for 25/28 stations.
Assigning specific tasks, the Prime Minister directed the Ministry of Construction to preside over and coordinate with Hai Phong, Hanoi, and Bac Ninh to urgently work and agree on the route plan and location of Nam Hai Phong, Yen Thuong, and Kim Son stations in October 2025. These are large-scale stations on the Lao Cai - Hanoi - Hai Phong railway line, complicated in terms of intersections with railways and roads, and complicated in terms of the impact of river flows.
The Ministry of Construction is urgently preparing all necessary conditions to ensure the commencement of the first component project on December 19 (investment in infrastructure connecting stations on the line and the station square - using domestic capital). The Ministry of Foreign Affairs continues to urge the Chinese side to speed up the progress of preparing the feasibility study report for the second component project (investment in the construction of railway works)...
Regarding the high-speed railway project on the North-South axis, the Prime Minister directed the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete procedures and announce 37 Vietnamese standards (TCVN) on high-speed railways in October to serve as a basis for implementing the next steps.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Prime Minister directed the Hanoi People's Committee to urgently complete the dossier and request the Ministry of Finance to synthesize and submit to the Prime Minister for decision on mobilizing ODA capital and preferential loans for the project of line 3 (Hanoi station - Hoang Mai). Coordinate with the Ministry of National Defense to soon agree on the policy of land recovery for the depot of line 5 (Van Cao - Hoa Lac)...
Assigning the Ho Chi Minh City People's Committee to focus on completing procedures to adjust line 2 (Ben Thanh - Tham Luong), striving to start construction by the end of 2025, the Prime Minister also noted that priority should be given to the metro project connecting Long Thanh airport with Tan Son Nhat airport, Ho Chi Minh City.
Previously, the Ho Chi Minh City People's Committee sent a document to the Prime Minister proposing to connect urban railway lines (metro) No. 2 (Ben Thanh - Tham Luong and Ben Thanh - Thu Thiem) with the Thu Thiem - Long Thanh line, forming a complete metro line to serve passenger transport between Tan Son Nhat and Long Thanh international airports.
According to the Ho Chi Minh City People's Committee, the plan to connect Tan Son Nhat - Long Thanh airports via metro line 2 (Tham Luong - Ben Thanh, Ben Thanh - Thu Thiem) and the Thu Thiem - Long Thanh railway line has favorable conditions for early implementation.
