On the morning of December 8, Minister of Construction Tran Hong Minh presented to the National Assembly a proposal to adjust the content of Resolution No. 94/2015 of the National Assembly on the investment policy of Long Thanh International Airport.
Resolution 94 stipulates that the Government directs the preparation of feasibility study reports for each phase of the Long Thanh airport project and reports to the National Assembly for approval before deciding on investment.
But with this adjustment, the Government proposes to "allow the Government to organize the approval of the project's phase 2 feasibility study report under its authority without having to report to the National Assembly for approval."

Giving the reason for this proposal, the Government said that the first phase of the Long Thanh airport project is being urgently implemented to complete and put into operation. During the implementation process, the National Assembly has allowed the Government to organize the approval of the feasibility study report to adjust the first phase of the project without having to report to the National Assembly for approval.
The feasibility study report for phase 1 of Long Thanh airport stated that the expected investment study time for phase 2 (including the third runway and second passenger terminal) is from 2028 to 2032.
However, the Government believes that with the GDP growth scenario set for 2026 reaching double digits, passenger throughput at airports, especially Long Thanh airport, will increase faster than forecast. Therefore, the Government believes that it is necessary to organize investment research for phase 2 earlier than expected.
The government argues that the study of investment in the third runway in phase 2 will take advantage of the available labor and equipment of the contractors currently constructing the airport. This will help save time and costs, shorten the progress, and contribute to minimizing the impact on port operations such as dust and noise caused by phase 2 construction activities.
According to the approved plan, phase 2 of Long Thanh airport will invest in 1 runway, 1 passenger terminal with a capacity of 25 million passengers/year and synchronous works to meet exploitation needs.
The Government emphasized that the National Assembly's agreement to adjust Resolution No. 94 as proposed will help the Government proactively organize research, appraisal, and approval of the project's phase 2 feasibility study report, in line with the policy of decentralization and delegation of power.
Examining this content, the Economic and Financial Committee also believes that the Government's proposal is well-founded and consistent with current legal regulations, consistent with the Party's policy on promoting decentralization and delegation of power, meeting the requirements of national development in the new era.
The audit agency also agreed with the Government's proposal to present the content of the recommendation in the Resolution of the 10th session of the 15th National Assembly.
The total estimated investment for the Long Thanh airport project is VND336,630 billion (equivalent to USD16.03 billion, applying the unit price of 2014). Of which, phase 1 is VND114,450 billion (equivalent to USD5.45 billion).

During this phase, the investment will be made in building 2 runways in the North and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year. It will be completed and put into operation by December 31, 2026 at the latest.
In phase 2, Long Thanh airport will continue to invest in building an additional open-configuration runway and a passenger terminal to reach a capacity of 50 million passengers/year and 1.5 million tons of cargo/year.
Phase 3 is expected to complete the project's items to reach a capacity of 100 million passengers/year and 5 million tons of cargo/year.
