Speaking at the meeting, Mr. Le Truong Luu, Chairman of the People's Council of Hue City, said that 2025 was a difficult year when natural disasters and prolonged floods seriously affected production and people's lives. However, with the strong direction of the Central Government, the efforts of the entire political system and the consensus of the people, the city still achieved many important results in many fields.

In 2025, Hue city will achieve and exceed 13/14 socio-economic targets, clearly demonstrating the resilience of the local economy. GRDP is estimated to increase by 9%, higher than the national average; total budget revenue is estimated at 11,800 billion VND, an increase of more than 20% over the same period; total social investment capital is about 40,000 billion VND... Notably, the city is also in the Top 5 localities with the highest Innovation Index in the country, affirming strong progress in reform and digital transformation.

In addition to positive results, the Hue City People's Council also pointed out shortcomings that need to be overcome, such as slow disbursement progress of some projects, problems in compensation and site clearance, inadequacies in operating the two-level urban government model, and progress of national target programs that have not met requirements.

Mr. Nguyen Khac Toan, Chairman of Hue City People's Committee, said that in 2026, Hue will focus on key programs to create new growth drivers, prioritizing infrastructure development, urban beautification, digital transformation, tourism stimulation and competitiveness enhancement.
“Strongly mobilize resources to develop tourism and services to become a key economic sector, striving to welcome 7-7.5 million visitors. Total tourism revenue is about 15 trillion VND. Strengthen regional connectivity, expand international markets, develop more direct flights and increase the frequency of domestic flights, develop advantageous service industries, research the formation of Chan May-Lang Co Free Trade Zone...”.

At the meeting, Mr. Nguyen Dinh Trung, Secretary of the Hue City Party Committee, requested the People's Council delegates to review all targets for 2025, especially those that are slow or have not been achieved, and at the same time propose drastic solutions right from the beginning of 2026, not allowing "gaps in leadership", clearly defining collective and individual responsibilities in performing tasks: "Delegates need to focus on discussing and analyzing the achieved results and limitations, difficulties and obstacles in the process of implementing the resolutions of the City People's Council. At the same time, review all targets for 2025, especially those that are slow or have not been achieved, to have correct decisions, propose drastic and timely solutions right from the first day and first month of 2026; clearly defining collective responsibilities and responsibilities of the heads of each unit in implementing goals, targets and tasks...".
