In Hamlet 13, Phu Xuyen Commune, there is a family of seven: two elderly people, three middle-aged people, and two young children. The grandfather is nearly 90 years old, two family members suffer from mental illness and congenital mutism; the main breadwinner has limited health and is raising his children alone after his second marriage ended. Given this extremely difficult situation, the commune police proactively advised the Party Committee and local government to mobilize various departments, organizations, and philanthropists to join hands in supporting the family to overcome their difficulties.

The family of Mr. Ta Van Sung (born in 1939) and his wife, Mrs. Loc Thi Vuong (born in 1951), has lived in Phu Xuyen for over half a century. When they were healthy, they worked hard to raise their four children. Now, at their advanced age, persistent illnesses have made their already difficult lives even harder.

Of the four children of Mr. Ta Van Sung and Mrs. Loc Thi Vuong, the eldest, born in 1969, suffers from mental illness and has been mute since childhood; the daughter, born in 1980, also developed a similar condition upon reaching adulthood; one daughter got married; and the youngest, Mr. Ta Van Tuyen, lives with his parents, managing daily life and caring for his two young children. With meager land and no stable occupation, Mr. Ta Van Tuyen takes on any work he can find, but his income is very precarious, making life very difficult for the family.

Out of compassion for their plight, neighbors often offer support: some contribute their labor, others help clean the house, pick tea leaves, or bathe the two sick individuals.

Through gathering information at the grassroots level, the Phu Xuyen Commune Police recognized this as a particularly difficult case, with dilapidated housing, family members suffering from illnesses, and almost no ability to improve their lives independently. Therefore, the Commune Police, in coordination with the Department of Culture and Social Affairs , advised the Commune Party Committee and People's Committee to develop policies and solutions to provide support.

Lieutenant Colonel Luong Quang Thang, Head of the Commune Police, said: "The unit has unanimously mobilized officers and soldiers to participate in providing support; at the same time, we have mobilized social resources. To date, organizations, individuals, and philanthropists have donated nearly 150 million VND to build a new house for Mr. Sung's family."

In early December 2025, under the close guidance of the Party Committee and the People's Committee of the commune, and with the support of the local political system, the construction of a house for Mr. Sung's family officially commenced, funded entirely through social contributions. The nearly 100m2 single-story house, comprising two bedrooms, a living room, and a kitchen, is a testament to the local government's determination to improve the lives of its people.

Mr. Luu Quyet Thang, Vice Chairman of the People's Committee of Phu Xuyen commune, said: The commune has launched a campaign to encourage agencies and businesses to contribute so that the project can be implemented smoothly; the goal is to complete it before the Lunar New Year of the Year of the Horse, so that the family can celebrate the new year in a sturdy and cozy house.

In parallel with supporting the house construction, the commune police, neighborhood security forces, militia, and local people contributed dozens of man-days to help the family dismantle the old house, level the ground, and transport materials, ensuring the project's progress.

To help the family maintain their living expenses during the construction period, the Youth Union of the commune's police force and its officers and soldiers donated their salaries to buy instant noodles and provided 40kg of rice each month. This support will be maintained until the end of 2030. These practical supports have helped alleviate some of the constant worries in the lives of Mr. Sung, Mrs. Vuong, and Mr. Tuyen.

Although the local authorities and the Phu Xuyen commune police have provided timely assistance, Mr. Ta Van Sung's family still faces difficulties. Currently, Mr. and Mrs. Sung are elderly and frail, while the costs of caring for their two sick children and raising their two young grandchildren are increasing. Once their new house is completed, Mr. Sung's family will need to purchase additional essential items to stabilize their lives...

Given their exceptional circumstances, Mr. Ta Van Sung's family desperately needs the support of the community, the companionship of organizations, individuals, and philanthropists. The generosity of the community is invaluable, not only helping the family overcome immediate hardships but also instilling hope for the future, especially for the two young children.
