Also attending were Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; and leaders of ministries, agencies, and localities that are members of the Steering Committee.
Opening the meeting, the Prime Minister emphasized that ensuring national energy security and a stable, sufficient electricity supply is an urgent requirement for economic development. Experience from recent years shows that for every 1 percentage point increase in economic growth, electricity growth must be 1.5 to 2 times higher. Therefore, if average growth is over 7% in 2024, electricity growth should increase by 12%, and with projected economic growth of over 8% this year, electricity growth should increase by 15-16%. Currently, the peak electricity consumption capacity nationwide is 54,500 MW, meaning the annual growth rate is between 6,500 and 8,200 MW.

The Prime Minister stated that in the coming period, Vietnam will focus on developing high technology, semiconductor chip production, building large national data centers, promoting green transformation, increasing the use of electric vehicles, and constructing high-speed rail systems and urban railways… therefore, the demand for electricity is very high. Consequently, we need to develop urgent power sources, among which nuclear power is considered a stable source with a crucial role in ensuring energy security and meeting the requirements of clean, environmentally friendly energy transition, achieving low emission targets.
The Politburo and the Central Committee have issued a resolution unanimously agreeing on the principle of restarting the Ninh Thuan nuclear power project and continuing research on the nuclear power development program in Vietnam. The resolution on ensuring national energy security until 2030, with a vision to 2045, further directs the urgent implementation of the Ninh Thuan 1 and 2 nuclear power projects with suitable partners, ensuring the highest interests of Vietnam, taking into account previous agreements.
The Prime Minister has issued decisions to establish a Steering Committee for the construction of the nuclear power plant to direct the resolution of important inter-sectoral issues in the process of implementing the National Assembly's Resolution on continuing the investment policy for the Ninh Thuan nuclear power project.

It was stated that, following the Politburo's Resolution 70, the Prime Minister instructed the Ministry of Industry and Trade to base its actions on this Resolution and submit to the National Assembly and the Government a number of mechanisms and policies to urgently institutionalize the guidelines; and to implement the directives of General Secretary To Lam during his visit and working session with the Vietnam Atomic Energy Institute.
At this meeting, the Prime Minister requested that members of the Steering Committee focus on reviewing the implementation of tasks; propose solutions, in the spirit of "high determination, great effort, decisive action, and completing each task thoroughly"; and assign six clear responsibilities: "clear person, clear task, clear responsibility, clear time, clear results, and clear authority".

The Ninh Thuan nuclear power project was approved in principle by the 12th National Assembly in 2009, with a scale of 2 plants and a capacity of over 4,000 MW. However, in 2016, the 14th National Assembly passed a resolution to temporarily suspend the project's implementation.
Faced with the demands of the new development era, at the end of 2024, the Central Committee of the Party and the National Assembly considered and agreed on the policy to restart the Ninh Thuan nuclear power project. Immediately afterwards, Prime Minister Pham Minh Chinh established the Steering Committee for the construction of the nuclear power plant.

Ministries, departments, and Ninh Thuan province (now Khanh Hoa province) have been implementing many tasks related to the construction of the nuclear power plant. These include proposing an entity to be the project's investor; researching specific mechanisms for project implementation; reporting to competent authorities to request approval for renegotiating with foreign partners; reviewing and adjusting the Power Development Plan VIII, adding the Ninh Thuan nuclear power project; studying amendments to several related laws; and contacting the International Atomic Energy Agency (IAEA) to assess Vietnam's nuclear power infrastructure according to IAEA standards.

Ministries, sectors, and localities are developing plans, selecting technologies, surveying schedules, preparing feasibility designs, construction, and feasibility study (FS) appraisal steps; ready to negotiate and sign engineering, construction, and general contractor (EPC) contracts; developing a special national-level science and technology research program on nuclear power technology and safety; and developing plans for training and developing human resources for state management of research and science, and providing scientific and technical support for nuclear power development…
