This statement was emphasized by Prime Minister Pham Minh Chinh at the opening ceremony of the Vietnam Creative Startup Festival 2025 (TECHFEST Vietnam 2025) with the theme "Creative Startups for the Whole Nation - A New Driving Force for Growth," organized by the Ministry of Science and Technology in coordination with the Hanoi People's Committee, held on the evening of December 13 in Hanoi.
According to Prime Minister Pham Minh Chinh, Techfest Vietnam is an important event – a place to sow the seeds of ideas, gather intelligence, and spread benefits for the innovative startup community.
Over the 11 years the program has been held, the Prime Minister has attended five times, demonstrating the deep concern of the Party, the Government, and the business community. The overarching message conveyed is that the people and businesses play a central role, while the State acts as a facilitator, partner, and promoter.
The Prime Minister stated that innovation should not be just a slogan, but must stem from the heart and become a genuine driving force for development.
History has proven that human creativity knows no bounds, contributing to increased labor productivity, not only changing the way we live and work, but also becoming a key driver of growth, rather than simply an aspiration.
Experience shows that innovation in agriculture has helped Vietnam escape poverty, ensure national food security, and become one of the world's leading rice exporters.
Furthermore, science and technology, innovation, digital transformation, and green transformation are crucial pillars contributing to the country's sustainable development.
The Prime Minister noted that over the past years, the Party and State have issued numerous resolutions in various fields, identifying science and technology, innovation, and digital technology as top priorities, while continuously renewing traditional growth drivers and effectively exploiting new growth drivers such as the green economy, digital economy, and creative economy.
The Prime Minister affirmed that innovative entrepreneurship is an inevitable and objective trend in the process of comprehensive economic development and effective integration.
Currently, Vietnam's digital infrastructure is developing rapidly, with widespread 3G and 4G network coverage and the gradual deployment of 5G.

The event took place in the context of the nationwide implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and digital transformation, while the Government was finalizing the National Strategy on Creative Entrepreneurship.
In 2025, Vietnam's startup ecosystem will enter a new growth phase, with nearly 4,000 innovative startups and two tech unicorns nationwide.
Vietnam's Global Innovation Index (GII) in 2025 is ranked 44th out of 139 countries; its innovative startup ecosystem index ranks 55th out of 100 countries.
Vietnam's major cities have entered the top 1,000 global startup cities, with Hanoi ranking 148th, Ho Chi Minh City 110th, and Da Nang 766th, thereby connecting domestic resources with regional and international ones; propelling Vietnam into the top 3 fastest-growing startup ecosystems and ranking 5th in the ASEAN region.
A highlight of this year's event is the transformation of the open space model, allowing residents, startups, investors, and universities to interact directly within the pedestrian area around Hoan Kiem Lake.
Panel discussions and workshops take place in cafes, restaurants, and open-air networking areas; technology experiences are enhanced through hands-on interactive points; participants are expanded to include business owners, students, senior citizens, and small and medium-sized enterprises; creating a multi-dimensional convergence point connecting market - technology - policy - investment.
