National Assembly Chairman Tran Thanh Man met with constituents after the 10th session of the 15th National Assembly.

On the afternoon of December 13th, in Vi Thanh ward, National Assembly Chairman Tran Thanh Man and the delegation of National Assembly representatives from Can Tho city met with voters following the 10th session of the 15th National Assembly.

Accurately reflecting the aspirations of the voters.

Reporting on the results of the session, Deputy Head of the Standing Delegation of the National Assembly of Can Tho City, Le Thi Thanh Lam, stated that after 40 days of continuous, urgent, and serious work, with a scientific , innovative, and highly responsible spirit, the 10th Session was successfully concluded, completing all the planned contents and programs. The National Assembly reviewed and passed 51 laws and 8 normative legal resolutions; conducted a summary of the work of the 2021-2026 term of state agencies; considered and decided on personnel matters within its authority; and conducted thematic supervision on "the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect".

The National Assembly also discussed and provided feedback on the draft documents to be submitted to the 14th National Congress of the Party; considered and decided on issues related to socio -economic development, the state budget, investment policies for national target programs and important national projects, and adjustments to the National Master Plan; reviewed reports on judicial work, anti-corruption, crime prevention and control, and violations of the law; and considered the results of monitoring the resolution of voters' petitions, receiving citizens, handling letters and complaints, and resolving citizens' grievances and denunciations, along with several other important issues.

Highly appreciating the results of the 10th Session - a historic session - voters welcomed the serious and responsible working spirit of the National Assembly throughout the past 40 days. The National Assembly completed a very large volume of work, passing 51 laws and many important resolutions, promptly meeting practical requirements while creating a legal framework for the new period.

Voters also particularly appreciated the National Assembly's issuance of resolutions stipulating mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law; amendments to laws on education; and the adoption of resolutions approving the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026-2035, and the investment policy for the National Target Program on healthcare, population and development for the period 2026-2035... According to voters, these are extremely groundbreaking decisions that accurately reflect the aspirations and wishes of voters, meeting the development requirements of the country in the new period.

Voter Nguyen Van Chien (Vinh Thuan Dong commune) stated that, in implementing the "eliminating temporary and dilapidated houses" program, many people who have contributed to the revolution, poor households, and near-poor households in the locality in particular and the whole country in general have received financial support to build new houses or repair existing ones over the past year. The people strongly agree with the preferential policies of the Party and State for people who have contributed to the revolution; the locality has also significantly reduced the burden of caring for these groups. However, there are still many disadvantaged families in the locality who are unable to build or repair houses but do not meet the conditions for construction under the "eliminating temporary and dilapidated houses" program (such as: land not yet transferred to their name, land along the riverbank, etc.) and urgently need the attention of the Party, State, and the whole society. The voter requested that the Government continue to provide housing support policies for these groups.

Some voters suggested that the Government should study and propose to the National Assembly to consider adjusting the basic salary level upwards in 2026 (proposing the increase from January 1, 2026), creating conditions for officials, civil servants, and public employees to feel secure and continue contributing to the socio-economic development of the province and the country. Voters also raised many suggestions related to upgrading transportation infrastructure, planning, social insurance policies, etc.

Put the interests of the people at the center.

Listening to the heartfelt opinions and suggestions of the voters, National Assembly Chairman Tran Thanh Man stated: The historic 10th session was a great success with a very large volume of work. The National Assembly passed 51 laws and 39 resolutions (including 8 normative legal resolutions), accounting for nearly 30% of the total number of laws and normative legal resolutions of the entire 15th term.

The laws and resolutions passed at the 10th Session address the most pressing issues of social life (housing, healthcare, administrative procedures); they have a direct and positive impact on people's lives; and they place the interests of the people at the center.

Accordingly, laws and resolutions have removed obstacles to the real estate market, accelerated the disbursement of public investment capital to complete major infrastructure projects such as expressways, bridges, and ring roads, making travel more convenient for people, reducing transportation costs, and boosting the regional economy. The National Assembly also amended three laws in the field of education, passed a Resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development... including the regulation on the nationwide use of a single set of textbooks for general education from January 1, 2026; officially abolishing the issuance of junior high school graduation certificates… These are all decisions that have been of interest to and welcomed by the people. "All cumbersome administrative procedures that cause inconvenience to the people must be resolved," the Chairman of the National Assembly emphasized.

In addition, there have been groundbreaking healthcare policies: ensuring timely and affordable supplies of medicines and medical equipment, addressing localized drug shortages; increasing investment in primary and preventive healthcare, and providing people with better access to initial medical care locally. Several resolutions have decentralized power to local authorities according to the principle of "Local authorities decide, local authorities act, local authorities are responsible. The central government plays a facilitating, supervisory, and inspection role." Laws related to the field of natural resources and environment focus on more thoroughly addressing air and waste pollution, creating a greener and cleaner living environment for major cities.

The Chairman of the National Assembly suggested that, following the meeting, Can Tho city should compile the opinions and suggestions of the voters. Issues falling under the jurisdiction of the wards and communes should be directly resolved by the Party Secretary and Chairman of the ward or commune. Issues concerning the city should be resolved by the City Party Committee, the People's Council, the People's Committee, and the city's departments and agencies.

Specifically, the city is focusing on resolving and definitively eliminating stalled planning projects; reforming administrative procedures, especially those related to land and the issuance of land use rights certificates to citizens; and upgrading transportation infrastructure.

Regarding the "removal of temporary and dilapidated houses," the Chairman of the National Assembly requested the Secretary of the City Party Committee and the Chairman of the People's Committee of Can Tho City to review whether there are any temporary or dilapidated houses left in the city so that they can be repaired to ensure quality and that people have new homes to celebrate Tet. At the same time, Can Tho should accelerate the construction of charitable and solidarity houses as initiated by the Vietnam Fatherland Front.

The Chairman of the National Assembly stated that the Prime Minister has launched the "Quang Trung Campaign" to rapidly rebuild and repair houses for families whose homes were damaged by recent natural disasters. The Government is focusing its leadership and direction on overcoming the consequences of storms and floods, aiming to complete the repair of over 34,000 damaged houses before December 31, 2025; and rebuild over 1,600 houses that collapsed before January 31, 2026.

Regarding future tasks, the Chairman of the National Assembly requested the city to effectively implement the Central Committee's resolutions, including Resolution No. 59-NQ/TW of the Politburo on building Can Tho city by 2030, with a vision to 2045; and Resolution No. 45/2022/QH15 of the National Assembly on piloting some special mechanisms and policies for the development of Can Tho city. The city should proactively work with ministries and agencies to amend and supplement Resolution No. 45 to complete the legal basis and ensure special mechanisms and policies for Can Tho's development in the new phase.

The Chairman of the National Assembly requested the city to continue seriously implementing the conclusions of the Politburo, especially the conclusions of General Secretary To Lam when working with Can Tho city, Soc Trang province (formerly) and Hau Giang province (formerly); and the Resolution of the First Congress of the Can Tho City Party Committee. From the city to the communes and wards, emulation movements should be launched to strive to complete socio-economic targets.

Noting the need for synchronized solutions to disburse public investment funds, the National Assembly Chairman pointed out that hospitals must be upgraded and renovated to provide medical examination and treatment for the people. The city should pay attention to ODA projects, transportation projects, irrigation projects, and infrastructure construction; attracting investors to invest in large-scale projects to develop the city in the future. To achieve this, the National Assembly Chairman emphasized that the city must focus on compensation, resettlement, and land acquisition. “Every investor, upon arriving, asks if there is clean land, sufficient electricity, and clean water? Then there’s the issue of human resources and labor. These are problems that the city must address,” the National Assembly Chairman stressed.

The Chairman of the National Assembly also requested the city to focus on shifting its economic structure, developing agriculture, forestry, and fisheries; developing education and training; raising the educational level and intellectual capacity of the people; promoting digital transformation and the application of artificial intelligence (AI); taking care of the health sector, improving the quality of medical examination and treatment; and effectively exploiting its potential and advantages to attract tourists. At the same time, the city should ensure national defense and security; concentrate on successfully completing important political tasks at the end of 2025 and the beginning of 2026, such as: the 14th National Congress of the Party, the 80th anniversary of the first general election to elect the Vietnamese National Assembly, preparing for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, and preparing for the Lunar New Year of the Dragon 2026 for the people. Building a clean and strong political system, selecting officials who are virtuous, talented, and possess sufficient competence and professional qualifications to meet the requirements and tasks of the new era.

On this occasion, on behalf of the delegates of the 15th National Assembly, the Chairman of the National Assembly expressed his most sincere and profound gratitude for the trust and valuable support of all the people and voters nationwide in general, and Can Tho city in particular; and hoped that all sectors of the population and voters would continue to cooperate and contribute ideas so that the National Assembly could successfully fulfill its mission.

At the conference, National Assembly Chairman Tran Thanh Man witnessed the leaders of the Vietnam National Energy Industry Group handing over 5.3 billion VND to support Hoa An commune, Can Tho city, in building rural transportation routes.
