
Quang Ninh Provincial Youth Union has organized propaganda, dissemination and legal education for young people in the direction of "going straight to hot issues", such as propaganda against drugs, juvenile crimes, school violence, cyber security, traffic safety, drowning prevention, etc. Youth Union chapters at all levels have organized hundreds of conferences, training courses and thematic activities. The provincial level alone has deployed conferences on propaganda against drugs; training on skills to prevent prostitution; classes on "Young workers say no to crime and social evils"; equipping youth union members with skills to refute bad and toxic information on the internet. The Provincial Youth Union currently maintains 207 "Youth in Law" clubs and a network of more than 2,500 young propagandists, who go directly to schools, residential areas, factories and industrial parks to talk about the law in a language that is familiar to young people. Propaganda content does not stop at "communicating regulations", but is linked to specific situations, making it easier to absorb and access.
The Police force closely coordinates with the Education and Training sector to organize many law dissemination programs in schools, focusing on the following topics: Drug prevention and control; school violence; cybercrime; self-protection skills and compliance with the Law on Road Traffic Order and Safety. The dissemination sessions combine dialogue, question-answer and signing of commitments not to violate the law, not to participate in social evils, helping students to raise their self-awareness and personal responsibility...

Many communes and wards organize summer activities that incorporate propaganda on self-protection skills against human trafficking, especially in border and coastal areas. For example, the Youth Union in Quang Ha commune has organized direct propaganda for teenagers and children on drowning prevention, vigilance against the risk of human trafficking and skills to call for help when encountering dangerous situations. These are very practical contents, because many cases related to children and teenagers today originate from the online environment, invitations via text messages, or from spontaneous gatherings in deserted rivers, streams and beaches.
The implementation and replication of the "mock trial" model has brought practical results in the work of propagating and disseminating the law to young people. Through this visual and vivid form, students can access legal knowledge in a close, easy-to-understand and easy-to-remember way. Proof of that is that on September 29, 2025, Quang Ninh Provincial Youth Union coordinated with the Provincial People's Procuracy and Ngo Quyen High School to organize a mock trial with the theme "Prevention and control of crimes among young people", attracting a large number of students to participate and creating a positive influence in educating legal awareness for young people. The trial was built based on common law violations among students such as group violence, enticement to use banned substances, property theft. Judges, prosecutors, lawyers, defendants, witnesses, etc. were all taken on by union members and students themselves. The program not only took place live but was also livestreamed on the Tuoi Tre Quang Ninh fanpage and the Provincial Youth Union's Youtube channel to spread more widely.

Recently, on October 27, 2025, Binh Lieu Boarding School for Ethnic Minorities coordinated with the Procuracy and related units to organize a mock trial to propagate traffic safety laws. The trial simulated a case of traffic safety violations and school violence, helping students understand the trial process, the legal consequences of violations and raise awareness of law compliance.
This approach helps students “see themselves in the story”. They not only listen to the officer read the law, but also witness the proceedings, hear the indictment, hear the defense, and the sentence. From there, legal awareness is no longer a dry concept, but becomes a visual lesson, helping young people understand the consequences of their actions and their responsibilities before the law.
Hoang Hanh Linh, a student at Binh Lieu Ethnic Boarding School, shared: “Participating in the mock trial and the law dissemination session helps us raise our awareness of traffic safety, especially wearing helmets and not walking side by side when participating in traffic. In addition, in the past time, we have also been equipped with many useful skills such as preventing drowning, fire and explosion, and recognizing drugs and addictive substances "hidden" in food and drinks of unknown origin. Through that, we better understand how to prevent and protect ourselves from social evils.

Another effective way is to bring the law to the digital environment, where young people are most present. Implementing the program "Digital Education for All", the Provincial Youth Union established 53 teams with more than 3,000 members participating, organized 355 classes to popularize digital skills and 462 activities to support people and young people to access public services, electronic identification, identify bad and toxic information, understand legal responsibilities when posting content online... attracting more than 20,000 participants.
In particular, the online contest "Learning about the law on road traffic order and safety in Quang Ninh province in 2025", organized by the Provincial Legal Education Coordination Council from September 25 to October 25, 2025 on the "Online Law Learning Contest" section of the Provincial Legal Education Information Portal, attracted 92,568 entries, of which students accounted for 62,940 entries (68%).
Current legal dissemination and propaganda activities have shifted from slogan-based communication to legal life skills education, helping young people identify risks, control their behavior, choose appropriate behaviors and protect themselves and their friends. Instead of just stopping at the reminder "do not violate", legal education has gone deeper into helping young people understand the meaning of compliance, the consequences of wrongdoing and the value of making the right choice. That is the important foundation for forming a generation of Quang Ninh youth who live responsibly, disciplined and imbued with a culture of respect for the law.
