The Government issued Resolution No. 394/NQ-CP dated December 3, 2025 on launching a movement for the whole population to participate in environmental protection; reduce generation, classify, collect and treat waste for a bright - green - clean - beautiful Vietnam.

By 2030, 100% of local authorities strive to organize the classification of household and individual waste.
The resolution sets a target that by 2030, 100% of wards and communes will organize a weekend general public cleaning campaign in residential areas and residential groups; 100% of local authorities will organize the classification of household and individual waste; arrange enough collection and collection points that meet technical requirements on environmental protection, and end the illegal dumping and burning of waste in the community; 100% of residential areas and residential groups will have added environmental protection content to their village covenants and regulations; build, maintain and replicate environmental self-management models; 100% of cadres, civil servants, public employees, armed forces, union members and association members will be informed, thoroughly grasped and exemplary participants in the movement.
95% of urban domestic waste and 90% of rural domestic waste are collected and treated according to regulations; less than 50% of domestic waste is treated by direct burial compared to the amount of collected domestic waste; over 50% of unsanitary landfills are renovated and restored; "black spots" of environmental pollution are eliminated; 100% of spontaneous landfills causing environmental pollution are closed, renovated and restored; 100% of localities effectively mobilize resources to invest, build and develop means, equipment, technical infrastructure for synchronous classification, collection, recycling and treatment of waste, applying advanced technology, high technology, environmentally friendly technology, the best available techniques; strengthen training of human resources in waste management.
Launch a movement for the whole population to participate in environmental protection, reduce generation, classify, collect, transport, recycle, and treat waste.
In order to achieve the above objectives, the resolution requires ministries, central agencies, People's Committees of provinces and centrally run cities to specify and organize the implementation of the following tasks and solutions:

The People's Committees of provinces and centrally run cities synchronously deploy general environmental sanitation campaigns in public areas every Saturday or Sunday in residential areas and residential groups, focusing on cleaning streets, alleys, residential areas; collecting and removing garbage in rivers, lakes, ponds, lagoons, canals, ditches, beaches and drainage systems, creating strong changes, spreading widely in the community about awareness of preserving a bright - green - clean - beautiful environment.
Strengthen communication, education and awareness raising activities so that agencies, businesses, communities and people voluntarily practice civilized lifestyles, do not litter indiscriminately, dispose of garbage in the right place and at the right time; limit and gradually stop using disposable plastic products and hard-to-decompose nylon bags; at the same time, increase the amount of propaganda about environmental protection on mass media, social networks, grassroots broadcasting systems, billboards, posters, community activities, in accordance with awareness, culture, customs, and language to create a widespread influence, encourage and motivate the entire population to actively participate.
Mobilize the participation of the whole society in environmental protection, in which the Vietnam Fatherland Front and its member organizations such as the Youth Union, Women's Union, Veterans Association, Farmers' Association, and Labor Federation play a core role in organizing, guiding, supervising, and implementing the reduction of the volume of generated waste, classification, collection, transportation, recycling, and treatment. Ensure coordination mechanisms, financial support, facilities, and other material conditions to discover and replicate good and effective models for continuous and sustainable implementation, not only launching in batches but regularly maintaining movements, creating good habits in the community. Organize competitions to learn about effective waste classification, collection, transportation, recycling, and treatment models.
Timely commend and reward collectives and individuals with outstanding achievements, and at the same time remind and criticize localities and units that have not taken the implementation seriously, in order to create a real and sustainable change in the awareness of preserving the living environment among the entire population.
The Ministry of Home Affairs reviews and completes the Law on Emulation and Commendation, including the reward structure for environmental protection work and the mass movement to participate in environmental protection, to be completed before January 1, 2027.
Develop a plan to monitor the classification, reception, collection, transportation and treatment of household waste of organizations and individuals.
Propose that the Central Committee of the Vietnam Fatherland Front direct the local Vietnam Fatherland Front to develop a plan to supervise the classification, reception, collection, transportation, and treatment of domestic waste of organizations and individuals, not to let waste accumulate, causing public unsanitary conditions and environmental pollution, especially in residential areas, public places, tourist areas, streets, village roads, alleys, canals, lakes, rivers, and coastlines.
Direct the Ho Chi Minh Communist Youth Union to promote its pioneering role, organize youth volunteer teams to collect waste, plant trees, clean public roads, alleys, streets, canals, lakes, rivers, and coastlines; coordinate with schools to organize activities to classify household waste, clean classrooms to be bright - green - clean - beautiful, educate and propagate environmental protection for students.
Direct the Vietnam Women's Union to promote the implementation of the movements "Family of 5 no's, 3 clean's", "Clean house, beautiful alley"; step up propaganda, guidance, and mobilization of members to actively classify household waste, maintain environmental hygiene in families and residential areas.
Direct the Vietnam Veterans Association to strengthen coordination with the government and organizations to mobilize members and people to actively participate in maintaining public hygiene, supervising waste collection in the locality, setting an example, promoting the role of "Uncle Ho's soldiers" in peacetime, creating a spreading effect in the community.
Direct the Vietnam Farmers' Union to step up propaganda and mobilize members and farmers to raise awareness and consciousness about environmental protection, collect waste, pesticide packaging, and livestock waste in the right places; actively participate in general public sanitation movements, clean village roads, alleys, and residential areas. Promote the core role in building and maintaining community models such as "Flower roads, green tree roads", "Green - clean - beautiful - safe villages", "Fields without waste".
Direct the Vietnam General Confederation of Labor to closely coordinate with local authorities to mobilize workers and laborers to participate in general cleaning movements in agencies, enterprises, and factories.
Vietnam Television, Voice of Vietnam and central and local news agencies and newspapers are responsible for increasing propaganda time, building columns focusing on the movement of the entire population participating in environmental protection for a bright - green - clean - beautiful Vietnam, maintaining long-term broadcasting time, creating a strong spread nationwide at all levels and sectors from central to local, encouraging people to actively participate, creating habits and cultural traits among the people.
Strengthening the effectiveness of waste management
The Resolution also requires ministries, branches and localities to continue to improve institutional policies on waste management; complete synchronous technical infrastructure for classification, collection, transportation, recycling and treatment of household waste after classification; minimize waste generation; promote waste recycling; treat, improve and restore the environment in areas polluted by waste; strengthen monitoring, inspection, examination and handling of violations.
Before December 31, 2025, ministries, branches and localities shall develop and promulgate programs, action plans and documents assigning the implementation of this resolution, in which specific objectives, tasks, implementation progress, expected results for each task and the unit in charge of implementation shall be determined, and sent to the Ministry of Agriculture and Environment for synthesis.
In addition, before December 15 every year, ministries, branches and localities shall report on the situation and results of implementing this resolution to the Ministry of Agriculture and Environment for synthesis and reporting to the Prime Minister.
