National Assembly deputies pointed out that the assessment of the implementation results of the National Assembly's resolutions on questioning and supervision is very important, demonstrating the National Assembly's companionship with the Government, ministries and branches to achieve the set goals and tasks, serving the country and the people. Through the implementation results of the Government and agencies, it has also shown that the National Assembly has chosen very correctly and accurately the contents for supervision and questioning.

Removing obstacles of projects and land across the country

Appreciating the sense of responsibility and seriousness of agencies in implementing a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, National Assembly Deputy Nguyen Thi Thuy ( Thai Nguyen ) stated, "Through the implementation results of the Government and agencies, it shows that the National Assembly has chosen very correctly and accurately the contents for supervision and questioning."

National Assembly Deputy Trinh Xuan An ( Dong Nai ) emphasized that re-evaluating the results of implementing the National Assembly's resolutions on questioning and supervision is very important, not simply how the National Assembly's requirements have been implemented by the Government and agencies in the past time, but more importantly, demonstrating the National Assembly's companionship with the Government, ministries and branches to carry out tasks and solutions to achieve targets, aiming to serve the country and serve the people.

With the way of doing at today's discussion session, delegate Trinh Xuan An affirmed, "we do not ask questions but give time for National Assembly delegates to discuss and analyze to clarify responsibilities, at the same time showing the companionship, suggestions, and participation of National Assembly delegates on major issues and important issues of the country".

Paying attention to the implementation of the National Assembly's resolution on promoting the implementation of policies and laws on practicing thrift and combating waste, delegate Nguyen Thi Thuy commented that the Government has been very serious and effective in implementing the direction of the Central Executive Committee, the Politburo, General Secretary To Lam and the National Assembly's resolution.

In particular, the Prime Minister decided to establish Steering Committee 751 to conduct a comprehensive review of all pending projects nationwide, in order to evaluate these projects in a detailed and specific manner. On that basis, the causes leading to difficulties and problems of each project were identified and solutions were proposed.

The delegate said that, based on the review results, the Government has proposed to the National Assembly to issue Resolution No. 170/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province. Up to now, exactly one year of implementing Resolution 170/2024/QH15 with 5 specific policies has proven the effectiveness, suitability and great impact of this specific policy.

“There have been many projects as stated in the Government Report that have returned to operation, which have been highly welcomed by the People and businesses.” Citing this reality, delegate Nguyen Thi Thuy said that following this result, at the Tenth Session, the Government will continue to submit to the National Assembly for consideration and approval of a Resolution allowing the expansion of the scope of Resolution 170 for specific policies to be applied to backlogged projects nationwide, not just three provinces and cities as at present.

To continue to effectively implement this requirement, delegate Nguyen Thi Thuy proposed that the National Assembly approve the above proposal of the Government, passing a Resolution allowing the Government to apply 5 specific policies in Resolution 170 of the National Assembly to remove difficulties and obstacles for backlogged projects nationwide. The delegate also requested that localities, immediately after the National Assembly issues this Resolution, must focus on directing strongly to remove difficulties and obstacles in projects in their localities.

"In the process of removing obstacles for the project, if new legal problems continue to arise, the authority to remove these obstacles must be within the authority of the level concerned, and the level must promptly remove them," the delegate emphasized.

Clearly state what has been done and what has not been done.

During the term of the 15th National Assembly, delegate Trinh Xuan An said that the content that the National Assembly supervised most directly, comprehensively, and most resonantly was the topic of supervising thrift practice and anti-waste. This is the first supervision topic that the National Assembly has provided appendices, very specific numbers, and a timeline to request the Government, ministries, branches, and localities to implement.

According to the delegate, this monitoring topic not only assesses the responsibility of organizations and individuals in practicing thrift and combating waste, but also assesses the use of the country's resources. If we do well in Resolution 74/2022/QH15 on promoting the implementation of policies and laws on practicing thrift and combating waste, we will have the motivation to develop the country in the coming time and handle many outstanding issues.

It is known that the Government has implemented many major issues, especially 13 key projects. However, delegate Trinh Xuan An suggested that it is necessary to continue clarifying the contents that have been done and have not been done in Resolution 74. Notably, in the Report of the People's Aspirations and Supervision Committee, there are 4 unclear issues, including the responsibilities of organizations and individuals.

“In the supervision of the National Assembly, the National Assembly Standing Committee, and the National Assembly agencies, in the end, the responsibility of organizations and individuals remains unclear, but for a long time it has been vague and unclear. Resolution 74 also clearly states that the responsibility of organizations and individuals must be determined,” the delegate emphasized.

To effectively exercise the National Assembly's supervisory power, delegate Trinh Xuan An suggested reviewing clearly the responsibilities of organizations and individuals in implementing Resolution 74.

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly highly appreciated the spirit and responsibility of the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, ministries and branches in implementing the National Assembly's resolutions on thematic supervision and questioning with many synchronous and drastic solutions and measures.

However, the Vice Chairman of the National Assembly noted that there are contents that have not been fully implemented in accordance with the requirements of the National Assembly; there are contents that the National Assembly requires with specific progress time, but the results of change are still slow. Agencies need to supplement and analyze the current situation, weaknesses, shortcomings, causes, especially subjective causes, responsibilities, especially the responsibilities of leaders at all levels to continue to create clear changes in the coming time.
