This viewpoint was mentioned by National Assembly Chairman Tran Thanh Man when participating in the discussion group on the afternoon of December 4, regarding the draft Resolution of the National Assembly on the mechanism and policy for national energy development in the 2026-2030 period.
The majority of National Assembly delegates agreed on the necessity of issuing this resolution to meet the electricity demand for national development, especially in the context that we are aiming for continuous double-digit growth for many years to come and orienting the development of national data centers, digital technology , artificial intelligence...
Informing that the Politburo has issued Resolution No. 70 on ensuring national energy security until 2030, with a vision to 2045, National Assembly Chairman Tran Thanh Man emphasized that energy is the most important requirement for the country, especially in calling for investors, developing the socio-economy, and ensuring national defense and security.

Sharing the reality that “any investor coming to our country asks if there is enough electricity to produce”, the National Assembly Chairman said that to have enough electricity, there must be mechanisms and development policies. Recently, the National Assembly decided to restart the construction of nuclear power plants; hydroelectric, solar, wind power projects... were also developed, but according to the National Assembly Chairman, they still do not meet the requirements of industrialization and modernization of the country.
Therefore, after the Politburo issued Resolution 70, the Government continued to submit to the National Assembly for promulgation a Resolution on mechanisms and policies for national energy development, stipulating principles, policies, and specific and outstanding mechanisms for national energy development.
The National Assembly Chairman also noted that this Resolution is not to remove difficulties, but to look to the future to have synchronous solutions according to Resolution 70.
"Before issuing this resolution, we already had Regulation 178. If there are negative issues or policy abuses, the direct management agency, the Government and the Ministry of Industry and Trade, must take responsibility," the National Assembly Chairman emphasized.
In the draft resolution, many regulations are built with the goal of shortening the investment and construction process of power projects to meet sudden and urgent requirements. However, National Assembly delegate Nguyen Tuan Anh (Deputy Secretary of the Can Tho City Party Committee) said that the draft resolution has not clearly defined the principles and criteria for determining the "sudden and urgent" factor, and has not clarified the scope and conditions of application.

This, according to him, leads to a great risk of arising in implementation, which can be exploited to legitimize arbitrary adjustments, over-expand authority or apply to the wrong subjects.
The Deputy Secretary of the Can Tho City Party Committee also worried that without detailed regulations, there would be potential risks of transparency, abuse of power and group interests, resulting in waste of State resources, affecting socio-economic development as well as people's lives.
Analyzing specific regulations, delegate Nguyen Tuan Anh proposed to clarify the basis and principles for planning adjustment. Accordingly, he suggested that the mechanism of exemption from planning adjustment procedures should only be applied in cases of real emergency and force majeure (as stipulated in Article 14 of the Electricity Law), while clearly defining the responsibility for reporting and explaining to the Government and reporting to the National Assembly to ensure control of power and limit the risk of abuse.
The Deputy Secretary of the Can Tho City Party Committee also proposed adding quantitative criteria for each adjustment basis, such as load increase level, adjusted capacity scale, impact scope, system operating conditions, etc. to ensure transparency and controllability.
Along with that, according to him, it is necessary to require mandatory assessment of the impact of the power system and independent consultation when making planning adjustments.
Meanwhile, delegate Le Minh Nam (Can Tho) suggested that when selecting special power projects, it is necessary to carefully evaluate costs and comprehensive, long-term benefits to ensure overall efficiency and harmonize interests among people, investors, businesses and the State.
