Nearly 150 thousand people quit their jobs due to the restructuring of administrative apparatus and units.

On the morning of December 3, continuing the tenth session, the National Assembly listened to Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh report on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.

In particular, for the banking sector, the Government and the Prime Minister have focused on directing and operating monetary policies proactively, flexibly, promptly and effectively; closely coordinating and synchronously with a reasonable, focused and key expansionary fiscal policy to contribute to stabilizing the macro- economy , controlling inflation, promoting growth, and ensuring major balances of the economy. By the end of October 2025, the ratio of bad debt on the balance sheet was controlled at 1.64%. Credit growth across the system has improved, ensuring that the credit capital needs of the economy are met.

In the field of agriculture and environment, the Government completed the construction of 4 component data groups and cadastral databases for nearly 57 million land plots and 34/34 provinces and cities.

The Permanent Deputy Prime Minister said that the Government focuses on prioritizing investment in strategic infrastructure projects, especially the North-South Eastern Expressway, the Hanoi and Ho Chi Minh City beltways and Long Thanh Airport; putting into operation 2,476 km of expressway, striving to exceed 3,000 km by the end of 2025 and basically opening the North-South Eastern Expressway; putting into operation about 1,397 km of coastal road, striving to complete exceeding 1,700 km by the end of 2025.

The Government has also directed the development and promulgation of a Resolution and a National Digital Transformation Program to make Vietnam a country with digital transformation awareness in line with many countries in the world; building a digital infrastructure strategy and planning national information and communication infrastructure.

In the field of education and training, the Government urgently develops a plan to implement the policy of "ensuring the provision of a unified set of textbooks for common use nationwide from the 2026-2027 school year". Vietnam is among the 21 countries that will soon achieve the United Nations' sustainable development goals by 2030 on quality education.

The government strictly controls content on digital and online platforms, with over 90% of violating content on social media platforms (Facebook, YouTube, TikTok) being removed.

In the field of internal affairs, the Deputy Prime Minister said that streamlining the payroll has achieved positive results when in the period of 2022 - 2026, the number of civil servants reduced by over 5%, the number of career staff receiving salaries from the budget reduced by over 15%. To date, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.

Reporting on the review of this content, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh said that the reorganization of the apparatus has been completed, ensuring smooth, effective and efficient operations; policies and regimes for civil servants and public employees have been given attention; policies and laws on labor, employment and social insurance have been improved; and the expansion of social insurance and unemployment insurance coverage has been promoted.

However, the National Assembly's Committee for Petitions and Supervision said that the reorganization of the apparatus is still facing difficulties; the arrangement of cadres affected by the reorganization of the apparatus is still slow; there are still contents guiding the Law on Social Insurance that have not been issued. Along with that, some localities have not yet issued and implemented the Project on developing labor relations; the annual unemployment rate of young people is still high; the number of young people working in the informal sector is increasing.
