Hanoi: Facilitating private enterprises to participate in large projects

The dispatch clearly stated that, based on the direction of the Prime Minister, the City People's Committee requested departments, branches; People's Committees of communes and wards to concentrate highly, promote the spirit of proactiveness, creativity, solidarity and responsibility, resolutely and synchronously and effectively deploy the tasks and solutions set out in Plan No. 196/KH-UBND of the City People's Committee to implement Resolution No. 138/NQ-CP of the Government promulgating the Government's Action Plan to implement Resolution No. 68-NQ/TU dated May 4, 2025 of the Politburo on private economic development.

In particular, continue to direct, organize propaganda, and thoroughly disseminate the contents of Resolution No. 68-NQ/TU, programs and action plans of the Government, Action Plan No. 348-KH/TU of the Hanoi Party Committee, Plan No. 196/KH-UBND of the City People's Committee; actively implement the contents and propaganda tasks assigned in Plan No. 263/KH-UBND of the City People's Committee to ensure timeliness, on schedule, and create consensus and high consistency on the position and role of the private economy .

The People's Committees of communes and wards shall proactively arrange and integrate funding to support businesses and business households according to their authority to implement the policies prescribed in the Project to support small and medium enterprises for the period 2026-2030 approved by the City People's Committee in Decision No. 5418/QD-UBND and Resolution No. 16/2025/NQ-HDND of the City People's Council stipulating a number of specific expenditure contents and expenditure levels to support small and medium enterprises for the period 2026-2030, in which, a number of specific support policies for groups of start-ups, small and medium enterprises operating in the fields of production, processing, manufacturing, digital technology industry, creative industry, and key industries will take effect from January 1, 2026.

The Department of Finance studies proposals from private enterprises to participate in large and important projects in the capital; creates conditions for the implementation of feasible projects, soon contributing to the capital's growth target.

Departments, branches, sectors and People's Committees of communes and wards urgently review the assigned tasks in Plan No. 196/KH-UBND of the City People's Committee to implement Resolution No. 138/NQ-CP of the Government promulgating the Government's Action Plan to implement Resolution No. 68-NQ/TU, focusing on directing the complete completion of tasks with a deadline of completion in 2025, clearly identifying tasks to be completed in 2026; implementing the direction of the Standing Committee of the City Party Committee in Conclusion Notice No. 63-TB/TU on a number of contents of the report of the City People's Committee Party Committee at the conference on November 17, 2025, periodically reporting weekly in detail the results of implementing the assigned tasks in the above plans.

The Department of Agriculture and Environment coordinates with specialized agencies and units of the Ministry of Agriculture and Environment in completing the land database; ensuring connection with the National Data Center.

The Department of Industry and Trade studies, proposes, and advises the City People's Committee on solutions to support private enterprises to participate in the supply chain and export effectively and substantially.

Hanoi City Tax Department researches and advises the City People's Committee to regulate low income levels applicable according to Decree No. 168/2025/ND-CP of the Government on business registration to facilitate the establishment and operation of enterprises.

The Department of Finance urgently advised the City People's Committee on a plan to implement a pilot project to establish a Hanoi City Venture Investment Fund, to be completed in December 2025.

The Department of Science and Technology urgently advised the City People's Committee to decide to establish the Hanoi Innovation Center and the Hanoi Technology Exchange, to be completed in December 2025.
