Fluent in operating emergency mechanisms

At 5:30 a.m., the Yen Bai Commune Civil Defense Command received urgent news: prolonged heavy rain caused Bon stream to rise rapidly, many road sections showed signs of landslides, water was near the road surface, and there was a risk of flooding into residential areas.
The Standing Committee of the Commune Party Committee held an urgent meeting, requesting the immediate activation of the natural disaster prevention and control plan according to the "4 on-site" principle, ensuring the safety of people's lives and property. The Commune People's Committee immediately convened a meeting.

At the meeting, the units issued consecutive warnings: nearly 3,000 people in low-lying areas could be deeply flooded; some weak roofs could easily collapse; there was a risk of landslides, rocks rolling into houses; dirty water overflowing into domestic wells; security and order could be complicated if a major incident occurred...
Concluding the meeting, Vice Chairman of Yen Bai Commune People's Committee Nguyen Thanh Son requested the shock force to increase patrols in low-lying areas, check and support vulnerable households, prepare vehicles and materials to handle incidents; control traffic in flooded areas and maintain continuous communication.
Immediately after the meeting, the entire force spread out to Bon village to begin practicing scenarios.
Smoothly handle field situations

In Bon village, loudspeakers continuously broadcast warnings of heavy rain and rising streams; the shock troops used drums and gongs to communicate the news to each residential area. During the patrol, the force discovered a cracked section of road along the stream, at risk of overflowing. The information was urgently reported to the command center.

Immediately, Vice Chairman of Yen Bai Commune People's Committee Nguyen Thanh Son mobilized forces to handle the incident. Hundreds of bags of soil and sand were mobilized to build a dam, preventing water from flooding into the residential area. At the 35m long landslide point, militia forces and technicians of Dike Management Department No. 1 deployed bamboo fences, tied bamboo fences, covered with tarpaulins and filled with soil to create a counter-pressure mechanism to prevent the incident from spreading.
At the same time, other forces were mobilized to support people in securing houses at risk of losing their roofs with ropes, sandbags and bamboo fences.
Realizing that prolonged heavy rains could cause deep flooding of households along the stream and lead to landslides, Yen Bai commune organized the evacuation of people and property to the Bon village Cultural House. The logistics subcommittee prepared enough drinking water, warm blankets, necessities and space for the vulnerable. During the evacuation, a resident slipped and fell; the mobile medical team immediately stopped the bleeding, fixed the suspected broken leg and transported him safely to the gathering area.
Talking to a reporter from Hanoi Moi Newspaper, Mr. Nguyen Van Thuong, a resident of Da Cuong village, said that in the past, most people only reacted instinctively: "Whenever they saw the water rising, they ran. Now they know that running alone is not enough. They have to prepare important documents, medicine, clean water and especially turn off the electricity before leaving the house to avoid danger." Another householder shared that through the drill, they learned how to use ropes and sandbags to secure the roof and door much more firmly.

Vice Chairman of Yen Bai Commune People's Committee Nguyen Thanh Son commented: "The exercise clearly demonstrated the coordination capacity of the officers and local forces. The shock troops were trained in practical skills, and the people significantly improved their response capabilities." Deputy Head of the Hanoi Department of Irrigation and Disaster Prevention and Control Tran Thanh Man highly appreciated the quality of the exercise, and noted: "The locality should study and add situations of enforcement in cases of non-compliance with evacuation orders to make the response plan more complete...".

Through propaganda sessions and practical exercises like this, the Hanoi Department of Irrigation and Natural Disaster Prevention and Control together with the Yen Bai commune government have conveyed a valuable message: Knowledge is the power of defense, and community initiative is the most valuable asset. This is not just about preparing for a storm but also about building a sustainable safety culture from the grassroots, to absolutely protect people from all natural disaster risks.

According to Tran Thanh Man, Deputy Head of the Hanoi Department of Irrigation and Natural Disaster Prevention and Control, implementing the project "Raising public awareness and community-based disaster risk management", from the beginning of 2025 up to now, the Department has coordinated with units and localities to organize 60 conferences to propagate disaster prevention and control, and at the same time organize competitions to learn about disaster prevention and control. The unit has also organized 37 conferences to guide the assessment and verification of community-based disaster risk assessment.
Along with that, the Department organized 60 training conferences to improve knowledge and skills in natural disaster prevention and strengthen propaganda capacity for the commune-level PCTT shock force. In addition, there were 18 commune-level drills, practicing handling some dike incidents and situations in natural disaster prevention and search and rescue work.
