
This is an activity to concretize the major policies of the Party and State according to Resolution No. 15-NQ/TW and Resolution No. 09-NQ/TU on the development of the Capital and cultural industry in the new period.
The contest is organized with the goal of creating an intellectual, humane and creative playground for teenagers, pupils and students in Hanoi . Through the debates, contestants have the opportunity to develop independent thinking, expression and argumentation skills, while also cultivating courage, responsibility and aspiration to contribute in the digital age.

The activity also contributes to nurturing pride in the thousand-year-old cultural tradition of Thang Long - Hanoi; thereby building the character, personality and cultural identity of the capital's youth. The contest has profound political and social significance, aiming to build the image of a dynamic, creative, integrated young generation of Hanoi while still preserving traditional cultural values.
The contest is widely deployed to high schools, colleges, universities, youth organizations, associations and youth clubs. The contest content focuses on current issues, close to young people such as bravery in cyberspace, civilized urban lifestyle, entrepreneurial spirit - innovation, international integration or the role of youth in preserving and promoting the cultural values of Thang Long - Hanoi.

The contest is open to students, university students and young people studying and living in Hanoi. Each group consists of 3 members. Ideas and proposals on building Hanoi into a green, smart, creative and livable city are also encouraged to be expressed in the speeches.
The competition consists of 2 rounds. In the preliminary round taking place from December 5 to 7, each group will speak for a maximum of 10 minutes, and is allowed to use supporting tools such as slides, videos , and models. The Q&A session with the judges will last 5-7 minutes, and the groups will answer questions from the judges on different topics.

During the competition on November 5, many groups of students created an exciting atmosphere with many sharp speeches on issues such as: Youth and cultural heritage preservation, youth commitment to the community...
The organizers said that after the preliminary round, the final round - Shining Talent will take place on December 13 at the Hanoi Cultural Center and Library. The excellent teams will participate in live presentations and compete to win the First, Second and Third prizes.
